RFP 2020 – 04 Smart Woodstock Strategy & Smart Corridor Study




The City of Woodstock, Georgia, herein referred to as the City, is seeking proposals from experienced planning consultants for the Smart Woodstock Strategy and Smart Corridor Study project. RFP details and document information may be found by visiting Vendor Registry. All questions must be submitted through Vendor Registry. 


All responses to this RFP must be received electronically through Vendor Registry to the City of Woodstock, Georgia no later than 12:00 P.M. on September 6, 2019.  Proposals will be publicly opened and read aloud at 12:01 P.M. at the City of Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188. All proposals will be evaluated by the City and the project will be awarded, if it is awarded, within 60 days of the bid opening.


A mandatory pre-submittal meeting will be held at the City Annex. The meeting will begin at the City Annex located at 12453 Highway 92, Woodstock, GA 30188 at 1:30 P.M., August 27, 2019.        


Deliverable: The Consultant will complete the Smart Woodstock Strategy and Smart Corridor Study working primarily with the project manager Katie O’Connor, Senior City Planner, along with the City Project Team. The Deliverable will be a planning document with recommendations that the City can follow to become a Smart Community. The goal of the Smart Woodstock Strategy and Smart Corridor Study is to build upon Woodstock’s other long-range plans, which are in various stages of implementation, and to produce planning documents for year one of the Smart Communities framework timeline, which are consistent with the goals, objectives, and vision of the community. 


Required Tasks and Responsibilities:


 Task 1 – Public Involvement (Optional) The goal of this task is to develop a local planning outreach process that promotes the involvement of all stakeholders in the study area, with efforts and accommodations made to include low to moderate income, minority, and elderly or disabled citizens. In addition to local residents, businesses, and property owners, key stakeholders in this process will also include ARC, the Georgia Tech Research Team, the Woodstock Downtown Development Authority, Black Airplane, and City staff. The ARC Project Manager must be notified of all meetings taking place. 


         Project information shall be uploaded to the internet to provide basic project information to the public along with project materials and meeting summaries.


         A Project Management Team shall be formed with representatives from relevant City departments and ARC. Representatives from the Downtown Development Authority and Black Airplane will also be included in Project Management Team meetings, serving in an advisory role. 


         There shall be at least three public engagement opportunities.


         There shall be documentation of all stakeholder and public meetings through meeting summaries and photography. This task may be considered an optional task but must be included in the proposed budget. Please consider in the proposal that the City is willing to complete some tasks in-house.


 


Task 2: Smart Woodstock Strategy


 


The goal of this task is to determine, through public engagement and collaboration with various stakeholders, Woodstock’s overall needs, vision, and goals as they relate to specific Smart Cities objectives. The document will enumerate general recommendations for moving into a Smart Woodstock future. The strategy component will be created with a robust public input process where ideas surrounding data security, government transparency, and accountability may be addressed, and where actual needs of the community, especially needs related to transportation, can be discovered and used to generate basic, overarching recommendations for the implementation of smart technologies to address these needs. The strategy component of the final deliverable is meant to be a concise framework that can serve as an introduction to the Corridor Study, rather than an in-depth planning document in itself. Having this framework in place is necessary to ensure that technologies explored or recommended are directly related to specific needs in the community.


 


The deliverable for this part of the project will be a document which includes the following (not necessarily in this order):


 


         A summary of the strategy development process, including a description of the public participation process


         Research from the Georgia Tech Research Team and public input to determine needs of the community


         Needs and opportunities identified through the public engagement process


         A vision statement and goals based on community needs


         General recommendations regarding data gathering and governance, data security, and smart technologies that have the potential to address the needs of the community


 


Task 3: Corridor Study


 


The goal of this task is to identify needs along the two identified corridors related to safety, walkability, congestion, and mobility that can be addressed by technology, and to determine recommendations for implementation based on the needs outlined in the strategy component. The deliverable will be a Corridor Study which includes the following (not necessarily in this order):


 


         A summary of the study development process, including a description of the study and research methodology


         An assessment of the existing conditions along Main Street and Arnold Mill Road/Towne Lake Parkway, focusing on the following information: 


o   Signals


o   Pedestrian Crossings


o   Sidewalks


o   Wayfinding


o   Parking


         Recommendations to address identified needs of the study area, including a map outlining proposed locations of recommendations and cost estimates for major project components


         An implementation plan based on priority recommendations


         Included in the implementation plan shall be one or several ideas and recommendations for potential pilot projects that could be completed in year two following the conclusion of this study

CONSULTANTS and SUBCONSULTANTS bidding on this Project will be required to comply with all Federal, State, territorial, and local laws. All consultants and subconsultants must be in good standing with the state and federal government and must provide a System of Award Management (SAM) number.


This project is a grant funded 80/20 project by ARC. The City reserves the right to accept or reject any and all bids or any or parts of a bid wherein its judgment, it will be in the best interest of the City; waive any technicalities/informalities in the RFP document and bid process; and to qualify and award any or all of this contract in any manner in which the City, acting in the sole and exclusive exercise of its discretion, deems to be in the City’s best interest. If no acceptable bid is received, the City also reserves the right to re-solicit bids, at its sole discretion.
