Pre-Bid Meeting Details: A MANDATORY PRE-PROPOSAL MEETING WILL BE HELD AT THE FLORENCE COUNTY LIBRARY STUKES MEETING ROOM (MAIN ROOM TO THE LEFT WHEN YOU ENTER THE LOBBY) AT 509 S. DARGAN ST., FLORENCE, SC 29506. IMMEDIATELY FOLLOWING THE PRE PROPOSAL CONFERENCE MANDATORY VISITS WILL BE MADE TO ALL POTENTIAL WORK SITES. NO OTHER SITE VISITS WILL BE SCHEDULED. ALL SITES NOT DONE ON THIS DAY WILL BE DONE THE FOLLOWING BUSINESS DAY. Please sign up if you plan to attend the pre-bid meeting.

Overview: Due to time constraints and the distance between the library sites, only four of the six scheduled site visits will be mandatory.  These sites are:  

● 509 S. Dargan St., Florence, SC 29506
● 100 E. Main St., Pamplico, SC 29583
● 221 E. Main St., Lake City, SC 29560
● 210 E. Hampton St., Olanta, SC 29114

These additional site visits are similar in landscape design to the Olanta library site and will be optional:  
● 298 W. Smith St., Timmonsville, SC 29161
● 242 S. Georgetown Hwy., Johnsonville, SC 29555

All of the sites are to be included with your proposal.

Question: Can all items be explained during the meeting so that site visits to other branches not be required? Seems to make for a long day to have to travel to each site, could that all be explained during the morning meeting and gone over as all of the work should be consistent?

Response: We want all of the sites to be visited so that all areas of each site can be inspected. A visual is needed to fully understand the scope of what will be needed at each site.

Question: 1. States service is to be weekly March through October, will there be off season service or do we just consider cost for weekly March through October? 2. Library staff will maintain the irrigation system? 3. Under shrubs and trees it states ground covers will be edged and cut back annually, is this correct? 4. It was mentioned that the shrubs at locations such as Florence and Pamplico should be below the windows and that a possible clean up would be needed, as these shrubs as well as many trees need some major pruning, could you clarify, if a clean up would be needed, and how you would like this to be considered when factoring cost? Site Questions Olanta 1. It was stated during this site visit that the property line was behind the shrubs that ran along the back drive and the ball field. However, when looking at your site map, the property line is clearly in front of these shrubs, can you clarify the exact property line here? Timmonsville 1. Your site map shows the property line cutting across the back of the property with only a section of the detention area included, the field that is behind this area, is this a part of the property to be maintained as I saw no other access? Johnsonville 1. Site map shows the property line cutting off at the back and not including the field, is the field to be a part of the property/ Lake City 1. Will you be able to clarify what services Darla Moore will be continuing if any, and what should be included with our cost? Florence 1. It was stated that the shrubs along the side of the Little Theatre facing the library side, belonged to the library? 2. During the site visit, around the chiller building we were told those shrubs belonged to the library, but there was mention of some crepe myrtles that belonged to the Dr.s office, could you clarify what belongs to the library and what does not here? 3. Your specs call for pine straw to be installed annually, but the shrubs and island at the parking lot at the Little Theatre have red mulch as does the rest of the Little Theatre, are we do include mulch for these areas and how will that work the Little Theatre? 5. Maybe this should have been asked during the pre bid, but it was stated during the site visits that during the reverse auction, the low bidder does not automatically win the contract? If this is the case can you explain what the purpose of the reverse auction is? 6. It is stated in the RFP that the winning contractor will be paying a monthly fee to Easybid, based on payments the contractor receives from the county. What if any part will EasyBid have in this after the contract has been awarded, other than receiving payments from the contractor?

Response: Q1: The RFP states that service is to be weekly March through October, will there be off season service or do we just consider cost for weekly March through October? A: Lawn mowing is the weekly service that is limited to March-October. The other services are not limited to this timeframe. Q2. Will the library staff will maintain the irrigation system? A: The library staff will maintain the irrigation system, however, the contractor will be responsible for replacing any irrigation equipment damaged by work crews. Q3. Under the shrubs and trees section of the scope of work, it states ground covers will be edged and cut back annually, is this correct? A:That is correct. Q4. It was mentioned at the pre-bid that the shrubs at Florence and Pamplico locations should be below the windows and the shrubs as well as the many trees may need some major pruning, could you clarify, if a clean up would be needed, and how you would like this to be considered when factoring cost? A: Please itemize the cost to do an initial clean-up to make this happen at both sites when your cost proposal is done. Site Questions Olanta 1. A: The parcel surrounding the library (#70007-13-020 on the map) belong to another owner who plans to develop the property. We do not need to maintain the other owner's parcel. Johnsonville Q1. The site map shows the property line cutting off at the back and not including the field, is the field to be a part of the property? A: Parcel #00441-05-217 behind the library is not part of the library property and does not have to be serviced. Lake City Q1. Please clarify what services Darla Moore will be continuing if any, and what should be included with our cost? A: The services provided by Darla Moore's Foundation are beneficial when we receive them, but are not always predictable or consistent. Please plan to service the property as you would any of the other branches. Itemize this cost as well with your cost proposal. Florence Q1: Do the shrubs along the side of the Little Theatre facing the library side, belonged to the library? A:The Florence Little Theatre will maintain the shrubs along the side of their building. Florence Q2: During the site visit, around the chiller building we were told those shrubs belonged to the library, but there was mention of some crepe myrtles that belonged to the Dr.s office, could you clarify what belongs to the library and what does not here? A:This is correct -- the shrubs along the chiller plant belong to the library and should be serviced, but the crepe myrtles between the doctor's office and chiller plant belong to their office and they will maintain them. A: The Florence Little Theatre will continue to mulch the small parking lot closest to their building, to match their other landscaping. Q4. It was stated during the site visits that during the reverse auction, the low bidder does not automatically win the contract? If this is the case can you explain what the purpose of the reverse auction is? A: The purpose of the reverse auction is to establish a final price that will be used to establish the cost evaluation. NOTE: The cost evaluation will be 20% of the overall evaluation score as stated on cost proposal information on page 5 . Q5. It is stated in the RFP that the winning contractor will be paying a monthly fee to Easybid, based on payments the contractor receives from the county. What if any part will EasyBid have in this after the contract has been awarded, other than receiving payments from the contractor? A: EasyBid will bill the AWARDED COMPANY company for the amount of the auction only as stated in Attachment A under REVERSE AUCTION TRANSACTION FEE. All payments for the actual landscaping service will be made to the County on a monthly basis for each site.
