Description: The purpose of this Request for Qualification (RFQ) is to seek the services from firms or
individuals licensed to practice in the State of Florida that can provide professional site
planning and design services. This document provides the guidelines by which interested consultants
are to submit their interest, qualifications, and proposal. Selection and negotiations will conform
to the Florida Consultants Competitive Negotiation Act (CCNA) Chapter 287.055, Florida Statutes and
County policy. The proposed draft agreement for the work contemplated by this RFQ is attached and
may be subject to change.

Question: Where is "Exhibit A"? On page 6 of the RFQ, it says: PART 2 -- SCOPE OF SERVICES SEE EXHIBIT A..."
Response: It is referring to the draft agreement which is attached. The scope is at the front of the document as well as listed in the draft agreement.

Question: Per the info below, highlighted in yellow, from the RFQ can you let us know if the geotech work is still available or has it been completed? If the work is still available will there be a separate RFQ for the work mentioned below? The majority of the professional design work (90%), project management, CEI and the construction required to build these infrastructure and improvements will all be funded via a $16.8M Triumph Gulf Coast, Inc. Grant (Triumph Grant). The understanding of grants, specifically Triumph grants, are an important aspect of this project. The following tasks are expected to be completed ahead of any grant and with other funds: • Separately Funded by County – Clearing and grubbing of the site (commencing in May), boundary survey. • Separately Funded by Project Opal (economic development client) – Geotechnical investigations, topographic survey, ecological survey, cultural resources survey, concept site layout.
Response: The geotech portion is being handling by the company and is no longer needed.

Question: Your RFQ document includes indemnification language in several places (page 44, page 49). Will you agree to replace the language on page 44 (section 20, Indemnification and Waiver of Liability) with the indemnification language you used on page 49 (Indemnification & Hold Harmless) since this language complies with Florida Statute 725.08?

Question: 1. May the County confirm that the terms and conditions of an eventual contract will be subject to negotiations by the County with the top-ranked proposer? We note the Indemnification section of the contract appears to not comply with Florida law. 2. May proposers submit a redacted and unredacted version of our litigation histories? Most of our pending litigation involves private entities, and, thus, is not subject to public record. 3. Pages 2 and 11 of the RFQ indicate the County reserves the right to waive any irregularity or technicality in proposals received. May the County clarify what types of situations would involve an irregularity or technicality, or provide examples of what circumstances fell into these categories in the past? 4. May the County provide proposers a draft copy of the Triumph Gulf Coast, Inc. Grant? We note the grant will not be signed until June 13th per page 4 of the RFQ.
