Description: The Sixth Amendment to the United States and South Carolina Constitution requires Municipalities to provide indigent persons charged with criminal offenses and facing the possibility of incarceration with a competent attorney who can provide effective assistance of counsel. The City of Beaufort, South Carolina (City) is seeking proposals from interested and qualified individuals to provide indigent legal defense services in the Beaufort Municipal Court.

ADDENDUM 2: QUESTIONS & ANSWERS


This Addendum No. 2 to RFP 2025-104 is issued by the City of Beaufort Finance Department. Except as modified by this addendum, all areas of the RFP not specifically mentioned in or affected by this addendum, shall remain unchanged.

1. What is the length of the awarded contract? The initial contract period shall be for one (1) year with the option to renew for up to four (4) additional one-year periods.

2. What is the start date for the contract? The target start date for performing these services is approximately late May 2025 to account for a transition from current coverage for cases scheduled to be heard after July 1.

3. What is the regular sessions schedule? Bench sessions are on Mondays and Thursdays at 3pm and jury terms are held quarterly for a one-week period.

4. How are the costs for language translation services covered when needed? The City will be responsible for coordinating translation services.

5. Is an original signature required on a proposal if it is submitted by email? Digital or scanned signatures will be accepted.

6. Currently the City provides an office and vehicle. Will that continue? A vehicle will not be provided. Temporary office space may be negotiated if necessary.

7. Can the City provide the prior bids regarding the position? See Addendum 2: Exhibit 1.

All Bidders shall acknowledge receipt and acceptance of this addendum by signing in the space provided in the RFP Signature Page. Bids submitted without this Addendum may be considered non-responsive.
