NOTICE IS HEREBY GIVEN that the TORRANCE UNIFIED SCHOOL DISTRICT, acting by and through its Board of Education, hereinafter "the District" will receive up to, but not later than the above-stated date and time, sealed Proposals for a Contract for the work of the project generally described as RFP #09-02.09.22 District-wide Fertigation Injection Systems Installation and Services.

Submittal of Proposals. All Proposals shall be submitted on forms furnished by the District. Proposals must conform with, and be responsive to, the Request for Proposal Documents, copies of which may be obtained from the District as set forth above. Proposals should be submitted to the District via Vendor Registry prior to the date and time set forth above.

No Withdrawal of Proposals. The District’s Board reserves the right to reject any and all proposals and/or waive any irregularity in any bid received. Proposals shall not be withdrawn by any Bidder for a period of Ninety (90) calendar days after the opening of Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Proposals.

Contractor’s License Classification. A C-27 Landscaping Contractor license will be required for this project. Each bidder shall be a licensed contractor pursuant to the California Business and Professional Code. In accordance with the provisions of California Public Contract Code §3300, the District requires that Bidders possess the required license classification at the time of award and throughout the duration of this project and the license shall be stated on the bidder’s proposal.

Designation of Subcontractors. Each Bidder shall submit with its bid – on the form furnished with the Contract Documents – a list of the designated subcontractors for this project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Sections 4100 at seq.

Public Works. Completion of this project requires the awarded Contractor to be subject to public works bidding requirements. The successful bidder and each of its subcontractors of any tier will be required to: 1) Registered with DIR prior to bid deadline; and 2) pay not less than the general prevailing rates of per-diem wages in the locality in which the work is to be performed for each craft or type of worker needed to execute the contract (“Prevailing Wages”). A copy of the per diem rates of Prevailing Wages applicable to the Project is on file and available for review at http://www.dir.ca.gov/dlsr/pwd/index.htm.

As a condition of bidding for this Project, and in accordance with California Public Contract Code Section 20111.5, prospective bidders are required to submit prequalification documents, which will be the basis for determining bidders that are qualified to bid on this Project. Any contractor and subcontractor must submit a complete prequalification package through PQBids website: https://pqbids.com/Torrance-usd/ no later than ten (10) business days prior to the bid deadline.

Certified Payroll. The Contractor and all subcontractors shall furnish certified payroll records as required pursuant to Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4 on at least a monthly basis (or more frequently if required by the District or the Labor Commissioner) and in a format prescribed by the Labor Commissioner. Monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/Department of Labor Standards Enforcement (DLSE).

Payment & Performance Bonds: Separate Payment and Performance Bonds are required for the installation phase of this project, and shall be provided to the District prior to execution of the Contract and shall be on the form set forth in the Contract Documents. Each Bond will be in the amount equal to 100% of the total installation amount. All Bonds (Payment & Performance) must be issued by a California admitted surety as defined in California Code of Civil Procedures section 995.120.

Voluntary Job-Walk. On Tuesday January 25, 2022 at 9:00 A.M. (PST) a voluntary job-walk will begin at the Purchasing Department Office located at 2334 Plaza Del Amo, Torrance, CA. 90501. The job-walk will include walking three District properties to assist in the development of Proposals. The three sites will assist contractors in understanding the basic conditions that will be encountered throughout the duration of this project. The voluntary job-walk will consist of walking one elementary school, one middle school, and one high school.

Award of Contract. The Contract for the installation of new equipment and a Service Agreement, if awarded, will be by action of the District’s Board of Education to the proposal that meets the qualifications and established by the RFP documents.

Inquiries and Clarifications. This document is for informational purposes and shall not relieve the Bidder of the requirements to fully become familiarized with all the factors affecting the Proposal. The Bidder is advised that all inquiries and clarifications about the RFP documents, specifications, etc., shall be submitted to the District in writing no later than Friday January 28, 2022 at 4:00 P.M. (PST). The District will respond to all written inquiries by the end of the business day on Wednesday, February 02, 2022. Verbal communication by either party with regard to this matter is invalid.
