Description: The City of Murfreesboro Adaptive Signal Control Technology (ASCT) project has gone through a  rigorous Systems Engineering Analysis Report (SEAR) process with City of Murfreesboro, TDOT,  FHWA  and  other  Murfreesboro  stakeholders  to  identify  needs  and  objectives  for  the  Rutherford/Northfield corridor located within the City of Murfreesboro as identified in this  Request for Qualifications (RFQ). Those needs and objectives identified in the Concept of  Operations portion of the SEAR document have been processed into System Requirements of the  ASCT for this project. 
The interested ASCT vendors proposing on this system are required to give true responses to how  their adaptive algorithm complies, does not meet, or is in development/testing for each system  requirement stated within this RFQ Technical Special Provision (TSP) and the FHWA Systems  Engineering ASCT Model Documents Requirements Matrix included this document. If the ASCT  vendor algorithm is in development or testing for any particular requirement, the ASCT vendor  shall also state timeframes for full deployment of the particular function to meet the system  requirement.
