Description: The Carnegie Library, located at 701 Craven Street, is a local historic site and a contributing structure in the City of Beaufort's National Historic Landmark District. The scope of work for this project includes the repair of the existing terracotta roof, new dormer flashing, repair of the built-in-gutter liner, exterior wood repair, paint removal, painting, replacement of the addition roof on the east side of the building, and new underground drainage from the downspouts to the street. The interior scope of work is limited to interior repairs associated with water damage from previous and current roof leaks. Water damage has resulted in damage to historic plaster.

Pre-Bid Meeting Details: A NON‐MANDATORY PRE‐PROPOSAL MEETING WILL BE HELD IN PERSON AT CITY HALL EXECUTIVE CONFERENCE ROOM 2, AND VIA MS TEAMS AT 10:00 AM, WEDNESDAY, MAY 15, 2024. ALL POTENTIAL OFFERORS ARE ENCOURAGED TO ATTEND. SITE VISITS WILL BE SCHEDULED BY APPOINTMENT.

Addendum 2: Questions and Answers


1. Q. What are the current regular working hours for this building?
A. The building is open 8-5:00 weekdays.

2. Q. What are the allowable working hours for external work?
B. The building is open 8-5:00 weekdays and available on weekends. The Carnegie is in an area that has a strict noise ordinance. 8:00 am is the earliest allowable time for external work. If you would like to start earlier on interior work, that does not disturb the neighbors, it can be arranged.

3. Q. Is road blockage or closure allowed?
A. The parking spots along Craven Street, at the front of the building, can be used for staging a lift. The rear parking lot is also available for lift use. The street along Carteret does not have parking and the closest lane is a turning lane for traffic to navigate to Craven Street. This lane can only be blocked if absolutely necessary. Blocking of the street will be limited to a few hours. Carteret is a heavily trafficked street and a main thoroughfare through the town and therefore needs to be fully open.

4. Q. Is the back parking lot available for use.
A. Yes, the back parking lot is available for use.

5. Q. Will a GC be involved in this project whereas we would be the sub? Generally, when site work is involved, including extending drainage from the downspouts out to the street and interior plaster repairs are called for this would point toward a GC being the “prime” and the roofing contractor working under them as a Sub.
A. There is no pre-selected general contractor for this project. Subcontractors should collaborate with general contractors to submit bids.
6. Q. Will the completion time be extended to allow for materials order delays? Ludowici is currently tracking a 6–8-month lead time on new orders.
A. Yes, and if alternative materials can be sourced in the same size and color substitutions will be considered as well.
