Description: The City of Lebanon, Tennessee (City), an Equal Opportunity, Affirmative Action Employer, invites interested and qualified consulting firms to submit a qualifications-based proposal responsive to the issues and requirements outlined in this Request for Qualifications (RFQ) to assess our current stormwater utility fee program as it relates to the accepted standard from other municipalities.
2. Review/Define level of service desired by the City
3. Provide an assessment of current fee rates
a. Review in comparison to surrounding municipalities
b. Review the existing city GIS data to define Equivalent Residential Unit
c. Update stormwater fee structure to most equitable commonly used practices
d. Review existing utility billing system
4. Review the Stormwater Fee Credit Manual and propose streamlined solutions
5. Prepare a five-year utility cash flow projection
6. Review existing staffing and outline personnel requirements
7. Perform a computer cross-reference between impervious area by parcel and utility billing data
8. Update policies and procedures for stormwater utility management
The City seeks to retain a consultant team comprised of a firm with demonstrated prior experience and qualifications in the successful implementation and improvements of Stormwater Utility Fee Programs.

Pre-Bid Meeting Details: A virtual pre-proposal conference is scheduled for 9:00 a.m. on Tuesday, September 24, 2024, at the City of Lebanon Town Meeting Hall, 200 North Castle Heights Avenue.
