ITB PW 64-25 College Blvd/Forest Rd Multi-Use Path

Notice is hereby given that the Board of County Commissioners of Okaloosa County, FL, will accept bids until 03:00 PM (CST) July 23, 2025 for the construction of the College Blvd/Forest Rd Multi-Use Path ITB PW 64-25. The Project consists of constructing a multi-use path (12' wide) from Palm Blvd. east along College Blvd., then turning south along Forest Rd. to Rocky Bayou Dr. The total project length is 2.5 miles. All work will be done within the existing right-of-way consisting of clearing, drainage improvements, earthwork, grading, asphalt paving, seeding and sodding, and other WORK as shown on the construction drawings and described in the specifications. Work shall be performed by contractors/subcontractors prequalified by the Florida Department of Transportation in: Drainage (7), Flexible Paving (10), Grading (11), Grassing, Seeding/Sodding (12), Guardrail (13), and Sidewalk (40). The work is further defined as shown on the Plans and as described by the Contract Documents.

Unless otherwise stipulated in the bid/proposal description, all responses must be submitted using Vendor Registry only. No other means of submission of responses will be accepted. Responses will be accepted by Vendor Registry until 03:00 PM (CST) July 23, 2025 , at which time all bids that are timely submitted will be opened and reviewed.
The County reserves the right to award the bid to the lowest responsive respondent and to waive any irregularity or technicality in bids received. Okaloosa County shall be the sole judge of the bid and the resulting Agreement that is in its best interest and its decision shall be final.
Pursuant to section 287.05701, Florida Statutes, the County will not request any documentation of or consider a proposer’s social, political or ideological interests when determining if the proposer is a responsible proposer. The County will not give a preference to a proposer based upon the proposer’s social, political, or ideological interests.
Bids will only be received from Contractors prequalified by the Florida Department of Transportation in Drainage (7), Flexible Paving (10), Grading (11), and Sidewalk (40). Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. All terms, specifications and conditions set forth in this ITB are incorporated into your response. A bid will not be accepted unless all conditions have been met.
Bidding documents are only available as electronic portable document format (PDF) and may be downloaded free of charge from the vendor registry link above.
Bid security shall be furnished in accordance with the Instructions to Bidders.
A mandatory pre-bid conference will be held at 09:00 AM local time on July 9, 2025 at the Okaloosa County Public Works Office, 1759 S. Ferdon Blvd., Crestview, FL.

Question: After an onsite review today, there are numerous overhead electric poles that are within the limits of construction for the stabilized subgrade and within the limits of the asphalt multi-use path. The poles bases look as though they have been relocated recently. Please provide clarification on this. Will the poles be relocated or will the multi-use path be realigned with new cross sections and earthwork quantities provided?

Question: Along College Blvd there are several drop off issues and washouts adjacent to the roadway that will not be in the contractors limits of construction. Will these washouts be the contractors responsibility to maintain or Okaloosa Countys? These washouts are on both sides of College Blvd.

Question: Supplementary Condition Spec SC 7.02 says work shall be performed during regular (day light) working hours. The Temporary Traffic Control Plan on Sheet No. 113 Note 7 says, "Lane closures are prohibited from 7am to 7pm. There will be lane closures needed for shoulder demolition and construction of curb adjacent to College Blvd. Will lane closures be allowed during daylight regular working hours according to the Supplementary Conditions or from 7pm to 7am according to note 7 in the plans?

There are not any specifications for this fence as well. Please provide information detailing where this fence is to be installed and specifications. Question: Will recycled concrete aggregate (RCA) be allowed for use as an OBG 01 material if the meets all FDOT Specifications of Section 911, with the exception of 911-2.1.1 Approval of Material? The approved use of RCA, with the exception of Rul 12-103 FAC, will result in a base with a higher LBR than alterative bases and will be a significantly cheaper option since the material has been recycled and is readily available.

Superpave Asphaltic Conc - Takeoff Qty, 1,392 Tons. Planned Qty, 1,287 Tons.
