Description: The City of Springfield, Tennessee will receive separate sealed bids for the Secondary Basins Rehabilitation Phase 4 - Basins 1CC, 2, 6, 8 & 12 project at the Office of the City Recorder in City Hall, 405 North Main Street, Springfield, Tennessee 37172 until 2:00 p.m. local time on Thursday, March 3, 2016, and then, at said time, publicly open and read the bids aloud. Any bids received after 2:00 p.m. local time on Thursday, March 3, 2016 will not be opened and will be rejected. The outside of the sealed envelope must include the Bid Number 959 and shall clearly indicate that the sealed envelope contains a bid for a sanitary sewer rehabilitation project. The work to be bid on is generally as follows: The project generally consists of the furnishing of all materials, equipment, and labor for the rehabilitation of approximately 36,810 linear feet of 8” through 10” sanitary sewer line using the Cured-In-Place Pipe (CIPP) method; approximately 430 linear feet of sewer line using the pipe bursting method; rehabilitating approximately 310 manholes; and renewal / replacement of approximately 563 sewer services within basins 1CC, 2, 6, 8, and 12. The project will also include all erosion control, excavation, grading, traffic control, and testing necessary to complete the work. The allotted time for construction is 300 calendar days. DAVIS-BACON ACT AND AMERICAN IRON AND STEEL REQUIREMENTS This project is being funded by a State Revolving Fund loan on or after 2010 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program’s Dis-advantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qual-ified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certi-fied letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any re-sulting contract(s) awarded by the Owner.
