Question: Good morning from Cindy Kacher, Curtis Ventures Custom Homes. Thank you for today's brief meeting. We will need at least 8 weeks to provide an accurate bid for this project. Additionally, we will need at least a 4 week window for asking questions since sub-contractors will inevitably have questions we will need to convey to you. Will you be extending the deadline for bids to at least 28 April 2021? If so, will you be extending this online and shared Q & A to at least 7 April? Even as a local contractor based in Arlington with local sub-contractors we cannot possibly bid on this with the timeline you propose. Please advise and thank you.

Question: Hello, Thank you for the information you presented at the meeting yesterday. I had a few follow up questions about the process. The first question is will you move the deadline for questions and final submissions? Given the aggressive time frame that has been put forward we are unable to do our due diligence. We will not be able to invest the time necessary to properly prepare for a request of this scope. If you can verify within the next few days that you will be able to extend the deadline for 8 weeks, we will consider the project. If you cannot we cannot even, consider processing the information you have outlined. The next question is what is driving this process? What are the other over arching goals of this project? I can see the direct benefit of housing individuals but there was a discussion about Net Zero and the other things that are included in this scope. Put another way what are the secondary goals of this project? Community outreach? Beneficial operating costs? Lastly, you have defined the scope of work that is more suitable to 8 story commercial building rather than to residential home building in Arlington. Having lived in Arlington my whole life and worked in home building here the better part of 20 years I was surprised at the form the plans and scope of work have taken. How did you arrive at this? Some background would be helpful in our analysis. If your goal is a new single-family home for DHS I can certainly propose many cost saving measures. But it appears your goals are not exclusively to house people. What was the conversation that led you down this path? Does a local Arlington home builder even make sense for what you are trying to achieve? Your answers to these questions will help me determine whether an Arlington based, Energy efficient, home building firm is potentially the right fit for what you are trying to do. Question: Hello, The 21-DES-ITB-493 form states: COMPANY QUALIFICATIONS: "Bidders shall have three (3) years of experience conducting Net Zero Energy (NZE) projects. The experience shall be work of similar size and scope, construction, re-construction, and maintenance. The Bidder’s obtained project experience shall consist of the following energy conservation measures: • Enhanced thermal building envelope • Geothermal boreholes • Water-source heat pumps with electronically commutated motor (ECM) • Water to the water heat pump for domestic hot water • Photovoltaic solar panels with electrical infrastructure included • Energy recovery ventilators" - on page 9. I have not certified any Net Zero projects but have extensive experience in the other areas listed. Is it required as stated to have 3 years with NZE certifications or just the aspects that go into it? Thanks, Andrew Moore

Response: Providing evidence that incorporate all the appropriate Energy Conservation measures requested in the Invitation for Bid document, and which resulted in near net-zero performance, will also be considered.

Question: Thank you for extending the deadline for questions and for bid submission. Our next question is about the draw schedule. Specifically, could you lead me to the pages in the contract or manual that focus on the timeline for construction draws. Could you tell me what I may expect for a deposit before incurring costs? I would expect to float several hundred thousand dollars between draws. Would that capital be part of the initial deposit? So far I have not found this information in the extensive sets of documents.

Response: There's no draw or deposit provided by the County. Details regarding payments is addressed on pages 18-19 (sections 6 & 7) of the solicitation.

Question: Hello, I received you answer to question #2:"To better answer your questions, please provide specific area in the solicitation to which you would like more clarification. " The point of my question is that I do not see that information anywhere and so I can not point to a specific page or section. As far as I can tell there are several important things that are not addressed in the bid information. #1 Who is funding this? What department, specifically where will the funds come from out of the Arlington County budget. Department? Project? Etc. Is this project currently funded? #2 What are the secondary goals, beyond housing and Net Zero? #3 Who are the people, what is the committee, what organizational structure will award the bid? #4 Can you point me to the documented pre-meetings that led to you choosing this particular project/ structure? These are the same questions I ask all my clients. It is important to understand not only the stated goals but also the underlying goals. And many times I find that when you get past the first questions it leads to more important questions and answers about the project. Thank you. Andrew Moore

Response: • This is a County funded project. The County does not issue any request for work if the project is not funded. • The building is for the Department of Human Services, and the Bureau of Facilities Design and Construction of the County is supporting this effort. • The evaluation committee is not public information at this time. • the Bid will be awarded based on the bid response and the Contractors responsiveness to the bid as well and the Contractors’ capacity to do the work. • The document gives the necessary information for the purpose of bidding, including the contractor and staffing qualifications. • The residence will be the primary home for Arlington adults with disabilities. The project description provides the details necessary for a Contractor to provide a bid cost for the project. • The goals are clear, there are no hidden goals or additional information that the County can provide at this time. The details on page 16 of the Invitation of Bid tells the Bidders what the County needs are for this building.

Question: Is it possible to set up a site visit for the inside of the building and or get photos/video of the inside of the building? We need to have more details about the construction of the building to furnish an accurate bid. For example, we don't know if there is a basement or crawl space.

Response: All videos of the exterior and all interior levels of this existing property are available on this site for viewing by bidders. Accessing the interior of the existing property is not allowed at this time. You can always go to see the exterior of the property at any time.

Therefore, the Commissioning Authority is a person or entity who will be under a separate contract with the County. The contractor do not need to hire the Commissioning Authority. Please read carefully all of this Specification section and additionally sections 220800 – Commissioning of Plumbing; 230800 – Commissioning of HVAC; 260800 – Commissioning of Electrical which refer to all the requirements of Commissioning, of which the general contractor of this project must comply.
