ADVERTISEMENT FOR BIDS
NOTICE is hereby given that the City of Quincy will receive sealed Bids for QUINCY REGIONAL BARGE DOCK IMPROVEMENTS (BD001) until 11:00 AM on the 8th day of June, 2022, at the office of City Clerk, Suite #129, 730 Maine Street, Quincy, IL 62301. The sealed bids will be publicly opened and read aloud immediately afterwards in the City Council Chambers, 730 Maine Street, Quincy, IL 62301 for the following project.

QUINCY REGIONAL BARGE DOCK IMPROVEMENTS

Work description: The proposed improvement includes but is not limited to the following Work at the City of Quincy’s Regional Barge Dock located at Mississippi River mile 326 in Lock and Dam Pool 21:
• Repair of the existing dock sheet pile wall.
• Increasing the elevation of the dock by construction of a cast-in-place concrete slab, deadman, and wall.
• Installing HP piles along the face of the dock.
• Furnishing and placing fill to bring the elevation of the surrounding area up to the new grade.
• Construction of a new cast-in-place concrete loading pad.
• Construction of new dock tie-offs.
• Reconstruction of the hot-mix-asphalt access road at a higher elevation.
• Relocation of the existing utilities.
• Installation of erosion control measures.

The Contract Documents will be available for inspection and at the City of Quincy Department of Utilities and Engineering, 730 Maine Street, Quincy, IL 62301 and available for download free of charge at: www.quincyil.gov.

A NON-MANDATORY Pre-Bid Meeting will be held on Wednesday, May 25th at 1:30 PM in the City Council Chambers located at 730 Maine Street, Quincy, IL 62301. All questions are to be submitted in writing prior to the meeting to:

Any contract or contracts awarded under this invitation for bids are expected to be funded in part by funds from Illinois Department of Commerce and Economic Opportunity (DCEO). The procurement will be subject to regulations contained in the Prevailing Wage Act (820 ILCS 130/0.01 et seq.), the Illinois Works Jobs Program Act (30 ILCS 599/Art. 20), the Employment of Illinois Workers on Public Works Act (30 ILCS 570/0.01 et seq.), and the “Use of American Iron and Steel” requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. This procurement is subject to the “Use of American Iron and Steel” requirements as contained in Section 436 (a) – (f) of the Consolidated Appropriations Act, 2014.

This contract does not includes a specific DBE/MBE/WBE utilization goal. However, contractors are strongly encouraged to utilize MBE/DBE/WBE companies to perform the work.

Bidders will be required to provide Bid security equal to five (5) percent of the Bid in the form of a Bid Bond written by a company properly licensed in Illinois, a certified check or a cashier’s check. The successful Bidder will be required to furnish a performance and payment bond on forms provided in the Specifications and Contract Documents, equal to one hundred percent (100%) of the total contract price.

The City of Quincy, in accordance with the Laws of the State of Illinois, hereby notifies all Bidders that the City reserves the right to reject any and all Bids, to waive minor informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding information contained in a bid. The City will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to a responsible and responsive Bidder without discrimination on the ground of race, color or national origin, but the Owner reserves the right to reject any or all Bids received and to waive formalities.

Bids may be held by the City of Quincy for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
