Question: Please reconsider the prohibition described on page 5 of the RFQ against the selected Program Management firm’s ability to pursue the upcoming Construction Engineering & Inspection (CE&I) solicitation. This prohibition will discourage qualified respondents from submitting on the Program Management solicitation in favor of the greater financial potential of the future CE&I solicitation. Program Management and CE&I services are naturally complimentary and do not present a conflict of interest if they are performed by the same firm. Since most established firms in South Carolina offer both services, the result of this prohibition will be to significantly reduce competition for the Program Management contract.
