SCOPE OF SERVICES
Due to Merritt College’s unique hillside geography and
topology, cellular service is very limited throughout the campus and oftentimes
lacking. The unreliability of cellular
service on Merritt’s campus impacts safety, communication, as well as the
overall learning experience. The vendor
will provide the following:
· Boost
cellular signals from all active carriers: AT&T, T-Mobile, Verizon, etc.
· Boost
4G/5G cellular signals within and around campus buildings
· Monitoring
application for boosted cell signals
· Professional
installation of all necessary equipment (antennas, repeaters, cable
termination, fiber, splitters)
· Site
survey of Merritt College
· High-Level
and Low-Level Design documents to be furnished
· Cellular
boosted signals coverage map (heat-map) of Merritt College
· Presentation
and demonstration of cellular boosting technology to be performed by awarded
bidder to project stakeholders at Merritt College
· Boosted
cellular signals shall meet customer requirements for campus cellular reception
The entire project is expected to take no more than two
months. This timeframe also includes all
equipment procurement lead times.

Pre-Bid Meeting Details: A Mandatory Pre-Bid Site Walk will be held on November 16, 2021 beginning at 9:00 A.M. Meeting location is in front of S-Building at Merritt College campus, 12500 Campus Dr, Oakland, CA 94619. Masks are required for entry into the building.

Question: Are there specific floor plans for the coverage area being requested? Is this for an over the air booster system or a neutral host traditional cell DAS project?
Response: Please see Addendum One (Merritt-Wifi-Floors.pdf) The vendor will specify which cellular booster technology best meets the needs of this project.

Question: 1. Regarding the temporary Horticulture in the Modular / Temp building(s), there are three modular buildings there. Do all three buildings need coverage, or just one of two? 2. Will the Tennis courts be in scope for Cell Boost coverage? If so, is there existing pathway? 3. Will the Soccer field home stands be in scope for Cell Boost coverage? If so, is there existing pathway that can be used? 4. Will the Visitor soccer field stands be in scope? If so, is there existing pathway that can be used? 5. Will the "practice" Soccer field (adjacent to, and below, the regular Soccer / Track field) be in scope? If so, is there existing pathway? 6. Should we assume that new pathways will be required from the roof of the S-building? 7. If new pathway is required for field / outdoor locations, shall we include trenching in our bid for areas that might require it. 8. Will the solution require 1 set of equipment that is compatible with all carriers, or individual sets of equipment for each individual carrier? 9. Shall a monitoring and/or maintenance agreement be included in the price? If so, what term: 1 year; 3 years; 5 years? 10. As mentioned on the walk, blanketing the parking areas with coverage could interfere with Carrier signals beyond Merritt, and could therefore create a risk that it will not be allowed. Thus, will the parking lot areas be excluded from the scope?
