Description: –The Destin-Fort Walton Beach, VPS Airport is a small hub facility, provides
air transportation for customers from Tallahassee, FL to Mobile, AL. Currently five (5) commercial
airlines operate from the Destin-Fort Walton Beach, VPS Airport, carrying approximately
1.9 million passengers per year. This traffic consists mainly of originating and departing
passengers offered by Allegiant Air, American Airlines, Delta Air Lines, Southwest
Airlines and United Airlines. The main terminal (Concourses A & B) consists of a two-level
building containing various passenger and baggage processing facilities, including ticketing
and baggage check-in, baggage claim, baggage make-up, and concessions. Ticketing, baggage
check-in, baggage claim, and certain concessions such as the rental cars are on the first floor.
Food, beverage, news and gifts concessions are located on the first & second floors. The airport
has five (5) jet-way passenger loading bridges (PLBs) with bag lifts (three (3) scheduled for
replacement in FY23) and two Thyssen Krupp ground loading bridges, three (3) out bound baggage
handling system (BHS) lines with L3 EDS machines, two (2) sloped plate baggage make-up area
carousels, and two (2) incoming baggage claim carousels--expanding to four (4) in 2022 by
replacing the two (2) existing flat plates and adding two
(2) sloped plate carousels. Concourse C is a single level facility and consists of five (5)
passenger hold rooms and ground boarding parking positions as well as food, beverage,
news and gift
concessions.

Question: 1. What is the cost for Airport badging? How often does one need to renew the badge? 2. What is the cost for Employee parking at the Airport? 3. Does the Airport have a current Service Provider for the required scope of services? 4. Who is the 3rd party company used to support the PLCs? 5. What tools & equipment will the Airport provide the Technicians? Will the Airport provide access to the following equipment - Fork Lift, Scissor Lift, Man Lift, PBB A-Frame, Load Bank? 6. Will it be necessary for the Technicians to have an on-airport vehicle? If so, will the Technicians need a Truck, Van, or Electric Utility/Golf Cart? 7. Will the Technicians be responsible to purchase parts or material? If so, will the Airport reimburse the parts/material at cost plus markup? 8. How does the Airport plan to handle parts, materials, lubricates, & consumables? 9. Please confirm that the proposed hourly rates shall be fully burdened including base wages, taxes, health & welfare benefits, liability insurance, overhead and profit? 10. Please confirm that the fully burdened rates shall include recruiting & badge costs, employee parking, uniforms, communications (cell phones or radios), training, & PPE? 11. Should the fully burdened rates include all startup costs i.e., tools, equipment, vehicles, computers, printers, etc.? Or should these costs be broken out separately from the hourly rates? 12. Should the fully burdened rates include all non-labor costs or recurring costs i.e., fuel, phone services, maintenance supplies (rags, gloves, cleaners, etc.)? 13. With respect to the Liability Insurance, the coverage for automobile at $15M each accident seems very excessive as our typical service contracts are set at $2M - Would the Airport consider adjusting the coverage? 14. With respect to the Liability Insurance, the coverage for the Commercial General Liability at $15M for Bodily Injury & Property Damage seems very excessive as our typical service contracts are set at $5M - Would the Airport consider adjusting the coverage? 15. Is both the Professional Liability at $15M each occurrence & the Personal and Advertising Injury at $1M each occurrence required - we have never had to purchase these coverage for a airport service contract? 16. Please confirm that with the Airport's approval it is willing to pay for labor, travel, lodging, & other expenses associated with work outside the normal PM services if required? Please confirm, that none of these our-of-scope costs are required as part of the proposal offering due on February 21, 2022 at 3:00 PM CST?
