Lindbergh Schools is soliciting proposals from benefits consultants/brokers qualified to perform and interested in providing consulting services for Lindbergh Schools’ health and welfare benefits programs.  Consultant/broker to perform the full range of services related to the design, implementation, maintenance, communication and improvement of the group health and welfare benefits programs offered to Lindbergh Schools employees.  These services shall be performed on a flat fee arrangement and based on the fiscal year.  Fiscal year is July 1 - June 30.  The selected broker will be responsible for the work required for the selection of benefit insurance providers beginning January 1, 2022.

We utilize the communication tools within SmartBen (our online benefits enrollment & communication platform) and SmartBen Now (benefits enrollment & communication app) to store employee benefit elections for the employee, plan documents, benefit details and compliance notices.  We also utilize SmartBen and SmartBen Now to provide employees access to carrier websites, carrier contact information and carrier claim forms.  The SmartBen Now App will additionally allow employees to see realtime medical deductibles and OOP Maximums along with direct login to the Asset Health Wellbeing Portal.  We have started utilizing webinars for information distribution where appropriate and, of course, email to distribute information.

5. What is the current fee paid to CBIZ for Employee Benefit Consulting Services?  

This information will not be provided at this time.

6. Can you please break out FSA, COBRA, ACA and Wellbeing fees?

ACA: Cost for 2021 reporting will be eliminated as SmartBen will be taking this over and will not charge additional fees for this service.

We will not provide the fees paid for FSA, COBRA & WellBeing consulting services at this time.

7. Can you please describe the Wellbeing program in detail?  

The intent of the Lindbergh WellBeing program as it was implemented in January 2020 is to provide resources for employee wellbeing with regard to physical, social/relationship, financial, community and career/purpose.  


We utilize tools such as our WellBeing Advocates who represent each building and employee group within the Lindbergh district and our Asset Health portal to disseminate information and services to our employee population.  


We offer wellbeing challenges through the Asset Health portal to encourage employees to participate in learning opportunities and physical/mental health improvement.  


Employees are rewarded for their participation in challenges and  events as well as completing their Health Assessment and Biometric Screening.  


The purpose of the WellBeing program is not only to protect the Self Insured Medical Fund but also to provide employees with resources at a time of need to positively impact their overall WellBeing.  


COVID-19 did impact the scope of this program especially the face to face or in person events planned.  We hope to either modify these events to become virtual or to implement in person events prior to the end of the 2021 calendar year.  

8. Within the Scope of Services, item V is "assist with consolidated billing of all plans". Can you please explain what is currently being provided or what the District would prefer?  

Lindbergh is currently working with SmartBen to consolidate billing for carriers.  The consultant's involvement would be to ensure that this process is completed to the satisfaction of Lindbergh Schools.

9. One of the questions involves assistance with 1094/1095 forms. Can you please provide details of the District's expectations? 

Lindbergh will begin implementing this process through SmartBen in May 2021.  The consultant's involvement would be to ensure that this process is completed to the satisfaction of Lindbergh Schools.

In order to be system ready for open enrollment this fall, what is the deadline from SmartBen to have all renewal information? 3. SPEC-3: There was no SPEC-3 document within the RFP materials. Would you confirm your intent regarding this document. Should bidders create this document to provide details on services not included in scope – or is there a template for the form that you will be sending? 4. SPEC-2: The instructions for say that the document must be completed in the format presented and returned as part of the RFP response via Vendor Registry. However, the form is not modifiable. Please confirm that Lindbergh Schools will accept a Word document as a response to SPEC-2.
