RFB 2020 – 11 – ROPE MILL ROAD STORMWATER PROJECT – BROWNLEE ROAD TO ANGELA COURT

 

The City of Woodstock, Georgia (CITY) hereby issues a request for bids (RFB) from qualified contractors for the purpose of stormwater improvements along Rope Mill Road including, but not limited to storm pipe and structures installation along the Westside of Rope Mill Road from Brownlee Road to Angela Court, along with road and roadway improvements and right of way work. 

 

RFB details and document information may be found by visiting Vendor Registry. All questions must be submitted through Vendor Registry. 

 

All responses to this RFB must be received electronically through Vendor Registry to the City of Woodstock, Georgia no later than 3:00 P.M. on March 10, 2020.  Bids will be publicly opened and read aloud at 3:01 P.M. at the City of Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188. All bids will be evaluated by the City and the project will be awarded, if it is awarded, within 60 days of the bid opening. The Contract will be awarded to the lowest, responsive, responsible Bidder as determined by the review committee and as approved by City Council.

 

Goods and services shall meet or exceed the following guidelines:

 

Install 2’ class b widening approximately 630 ft of 24” curb and gutter; Lay approximately 550 ft of storm drainpipe within the right of way and across the road, build 3 catch basins, and install 1 grate, plus 1 grate & flume; Remove existing curb and gutter plus ADA ramp at Brownlee and Rope Mill Road intersection; Replace the ADA ramp; Use red truncated dome on Brownlee Road and match to existing curb; Remove headwall and install junction box; Use City approved fish lids on catch basins; Contractor will be responsible for grading and landscaping back the right of way with like materials; There must be a 1-year warranty on all materials and workmanship by the contractor; All work must conform to GDOT standards. Traffic control provided by the contractor as needed. One lane must remain open at all times. The scope of work is to be performed within the City right of way. Contractor is responsible to get permission if needing access to private property. The City will be responsible for the removal of trees on site.

 

Pricing should be itemized for each task as listed on the Pricing Sheet. The contractor shall be responsible for furnishing all materials and labor to complete the project and shall coordinate construction dates and times with the City of Woodstock, Georgia Public Works Director.

 

Pricing shall be valid for a period of 60 days after the RFB submittal date. The Contractor shall submit a progress payment request after thirty (30) days for the completed work. The City shall make a progress payment to the Contractor on the basis of a duly certified and approved progress payment for the work performed during the thirty (30) days under this contract, but to insure the proper performance of this Contract, the City shall retain ten percent (10%) of the amount of each pay app as retainage up to fifty percent (50%) of the total project if such work is satisfactory and completed on schedule as determined with the City.

 

All work is expected to be completed within 60 days after a notice to proceed has been issued, pending any unnatural weather occurrence. Bidder further agrees to pay as liquidated damages the sum of $250 per each consecutive calendar day that the Bidder shall be in default after the date stipulated in the contract for completing the work.

 

The successful bidder will be required to furnish OWNER with Insurance and Workman's Compensation Insurance.

 

CONTRACTORS and SUBCONTRACTORS bidding on this Project will be required to comply with all Federal, State, territorial, and local laws. The City reserves the right to accept or reject any and all bids or any or parts of a bid wherein its judgment, it will be in the best interest of the City; waive any technicalities/informalities in the RFB document and bid process; and to qualify and award any or all of this contract in any manner in which the City, acting in the sole and exclusive exercise of its discretion, deems to be in the City’s best interest. If no acceptable bid is received, the City also reserves the right to re-solicit bids, at its sole discretion.
