The Town of Bluffton is soliciting competitive sealed bids from experienced and qualified firms to provide sidewalk installation services to the Goethe Shults neighborhood as shown in the Ward Edwards drawings attached hereto. This project is being funded wholly or in part by the Community Development Block Grant (CDBG) program. All federal CDBG requirements will apply including registration in the federal System for Award Management and provision of a bid bond or certified check in the amount of 5% of the bid amount.

Question: We have 6 questions listed below: 1) What is the allowable project duration? 2) What is the “Dry Utility Allowance”, and what is it meant to include? 3) It is unclear what fence will have to be relocated on the plans. Can you designate the fencing that will require relocation? 4) There is a bid item for “Signage”, but I do not see any new signs called out on the plans. Can you list the new signs that should be included in this item? 5) According to the bid documents, the last day for question is today, January 22. I have just started reviewing this project, and I have not had a chance to properly vet the bid documents yet. Can you extend this deadline to January 29, as this will still be over 2 weeks from the bid date? 6) There is reference to Small, and WBE, and MBE usage however I could not locate a Requirement and/or a Percentage Requirement/breakdown. Can you confirm if there is a Small, and WBE, and MBE Requirement and what the required percentage is that must be met?
