Description: SCOPE OF SERVICES:
Okaloosa County is seeking bids from qualified, licensed contractors for the construction of a 50’ by 68’ steel storage garage at the Okaloosa County Sheriff’s Office Public Safety Training Center, 650 Chappie James Street SW, Crestview, FL 32536. Structure and site details are listed below. The County reserves the right for owner direct purchasing of materials associated with this project.

Building:
Requestor desires an enclosed, 50’ by 68’, red-iron style structure on concrete foundation. Building to have five 12’ wide by 14’ high roll-up doors with powered openers and two personnel doors with covered, concrete stoops. Roll-up doors shall have an anti-corrosion finish and of such design as to allow individual curtain slat replacement (ex. Cookson model ESD10). Roof metal should be a minimum of 26-gauge galvalume on a 4/12 pitch. Gutters and downspouts shall be included. Steel wall panels should be at least 26 gauge and in forest green color. All roof and siding metal shall have a minimum of 25-year corrosion warranty. Fasteners and washers utilized to secure metal panels shall have a warrantied life expectancy equal to or greater than that of roof/siding metal. Interior of building shall be insulated to provide a minimum rating of R10. Building and components must meet Florida building codes.

Question: Will the County accept an engineered fabric building that meets or exceeds the project requirements? Is the project strictly low bid or will building longevity and performance be taken into account?

Response: I don’t think we can accept a bid for a building not constructed of steel as that is the specification throughout the bid notice. Additionally, I have concerns about the durability and reparability of a fabric cladded structure given the proximity of oak trees in the area. With that said, it is an interesting question and idea. I wouldn’t mind seeing what the manufacturer has in mind, but I would definitely not want to be bound to purchase from them just because the price is lower than an otherwise qualified metal building submission.
