Question 1

Posted: 9/27/2024

Question: What plans reflect the work scoped on BID TABULATION SHEET/page 22 of 588 for ITB PW 76-24?

Response: The plans corresponding to the bid tabulation sheet are on pages 567-588 of the ITB document

Question 2

Posted: 10/14/2024

Question: Would the county consider Natrx ExoForms™ (https://natrx.io/natrx-exoform-modules) as an alternative to the proposed rock breakwater cross-section? Natrx ExoForms™ offer a flexible, coastal resilience solution that is safer and faster to install than traditional methods, while promoting habitat growth and delivering ecological benefits. Over time, these structures become stronger. Manufactured using our patented Dry Forming™ process, ExoForms™ represent a breakthrough in sustainable coastal infrastructure. These versatile, naturalistic structures are designed for high performance, habitat-specific needs, and eco-positive outcomes. We have successfully deployed ExoForms™ in similar projects. Their height is comparable to that of the rock breakwater, but they require a significantly smaller footprint. Additionally, ExoForms™ can be customized to meet diverse project objectives. Installation is quick and can be completed with standard equipment. Based on the bid documents, we believe a Natrx ExoForm™ solution could be cost-competitive with the current design. The final configuration can be tailored to optimize wave attenuation, sediment accretion, benthic habitat enhancement and aesthetics. Thank you.

Response: The County is only accepting bids for the project as it is designed in the engineered plans.

Question 3

Posted: 10/17/2024

Question: The plans provided are for environmental permit review only. Will additional plans be provided?

Response: Please see addenda.

Question 4

Posted: 10/17/2024

Question: The bid tabulation references 1900 SF of boardwalk, but the plans provided reference a fixed pier with a gazebo and wave fence; a boat ramp dock expansion; upland boardwalks (that appear to far exceed 1900 SF, but no real dimensions given); observation areas; etc. Please clarify what is to be included in this project bid?

Response: Please see addenda.

Question 5

Posted: 10/17/2024

Question: The plan docs are not nearly sufficient to provide a comprehensive bid that are both in the best interest of the contractor and/or the Owner. Will there be a consideration to extend the bid date? Will there be more clarification provided to contractors as to the full scope of the project?

Response: Please see addenda.

Question 6

Posted: 10/17/2024

Question: Pier details do not include enough detail to provide comprehensive take-off. Example. plans state concrete or timber piles; concrete or timber deck; metal or timber hand rail; etc. This does not provide the contractor with enough detail to bid accurately. Please provide more detail as to what exactly the Owner wants.

Response: Please see addenda.

Question 7

Posted: 10/17/2024

Question: Project docs state 180 days for substantial completion. If project is built per environmental plans, would the Owner consider extending the completion time to something more reasonable, like 270 days?

Response: Please see addenda.

Question 8

Posted: 10/17/2024

Question: What is the anticipated date of NTP?

Response: Please see addenda.

Question 9

Posted: 10/17/2024

Question: There are no plan elevations given for the toe or top of the breakwater. Please provide

Response: Please see addenda.

Question 10

Posted: 10/17/2024

Question: Who is removing the sunken vessel, and when?

Response: Please see addenda.

Question 11

Posted: 10/17/2024

Question: To what extent will site fencing be required?

Response: Please see addenda.

Question 12

Posted: 10/17/2024

Question: Per plan, there is a proposed veterans memorial, but there are no details. Please provide

Response: Please see addenda.

Question 13

Posted: 10/17/2024

Question: There is no plan for demo or clearing and grubbing, per the SOV. Sheet 10 of the Taylor Engineering plans only refences the existing boardwalk to be removed. Please clarify and elaborate on the demo and clearing and grubbing.

Response: Please see addenda.

Question 14

Posted: 10/18/2024

Question: Please send the sign in sheet from the pre-bid meeting

Response: Please see addenda.

Question 15

Posted: 10/18/2024

Question: Are there estimates for the total number of plants, and ideally the number of plants per species? The Spartina alterniflora (smooth cordgrass) can be hard to come by in large quantities. Would the County consider adding some more dune-like vegetation to some of the higher elevation saltmarsh zones since the area is predominantly white sand and not the traditional saltmarsh substrate. The Spartina patens (marsh hay cordgrass) is good in either environment, but it may be helpful to add in some Paspalum vaginatum (seashore paspalum), Schizachyrium maritimum (gulf bluestem), Panicum amarum (bitter panic grass), or even Uniola paniculata (sea oats). Some areas on Okaloosa Island are predominantly dune species even on the Sound side.

Response: Please see addenda.

Question 16

Posted: 10/21/2024

Question: What is the engineer's estimate for the project cost?

Response: Please see addenda.

Question 17

Posted: 10/21/2024

Question: The DEP permit states 0.24 acres of freshwater wetlands must be enhanced via exotic species removal and native planting. No mention of the native plant species or planting density were mentioned within the bid documents. Please provide clarification on the native plant species, plant density, and monitoring requirements, if any, are applicable for this freshwater wetland enhancement.

Response: Please see addenda.

Question 18

Posted: 10/21/2024

Question: The USACE permit states 1.34 acres of uplands must be enhanced by exotic species removal and native planting. No mention of the native plant species or planting density were mentioned within the bid documents. Please provide clarification on the native plant species, plant density, and monitoring requirements, if any, are applicable for this upland enhancement.

Response: Please see addenda.

Question 19

Posted: 10/21/2024

Question: The USACE permit states osprey nesting platforms must be constructed. Please provide clarification on the intended location of these nesting platforms onsite.

Response: Please see addenda.

Question 20

Posted: 10/21/2024

Question: The attached living shoreline monitoring plan states that success in planting is determined after 4 growing seasons with 80% visual cover and less than 5% exotic species. Are these annual monitoring and reporting events included within the scope of this bid?

Response: Please see addenda.
