Question: 1. Page 13, Section IV, Scope of Services, B. Level II states, “The Contractor shall conduct a Level II ELS consisting of additional research, geo-technical and electromagnetic surveys, and sampling program development, at the County’s request.” Please clarify if “geo-technical” refers to “geophysical surveys” or “geotechnical engineering investigations.” 2. Page 15, C. Personnel states, “The Contractor shall assign a PROJECT MANAGER to oversee the undertaking.” Will Arlington County accept more than one Project Manager in our proposal response?

Response: Response to Question No. 1: The term "geotechnical" in this context refers to all types of geotechnical engineering investigations, including, but not limited to, geophysical surveys. Response to Question No. 2: The County expects that the Contractor would assign a single Project Manager for each task order submitted to the Contractor so that the County has a single point of contact during the task order.

Question: What is the selection process after the RFQ is submitted and anticipated timing of further submittals and presentation?

Response: After the RFP is submitted, the County Selection Advisory Committee (“SAC”) will review and evaluate all written proposals based on the criteria identified in this solicitation. Subsequent evaluations, such as selecting firms for negotiation, may include but are not limited to reviewing more detailed proposals and/or oral presentations. Any such subsequent evaluations will be based on the same criteria.

Question: What is the period of performance associated with this project?

Response: This is a 1-year initial contract with optional renewals. The period of performance associated with each task order will be determined at the development of the scope of services for each task.

Response: We anticipate less than 10% of task orders could include wetlands studies or reviews of NEPA studies. None of the task orders would involve performing NEPA studies since the County would not be taking any federal action.

Response: Per the solicitation, the Offeror must provide examples of completed projects that demonstrate a minimum of five (5) years of experience. See Section V. Proposal Requirements, C. Offeror's Qualification and Experience.
