This solicitation is to establish a pre- qualified contractors list to perform professional home rehabilitation and demolition contracting services that are payable from a combination of the following funds:  Neighborhood Stabilization Program income received from prior NSP eligible projects, Arizona State Housing Trust Fund administered by Arizona Department of Housing pursuant to the City’s ADOH Owner-Occupied Rehabilitation Program, HOME Investment Partnership Program administered by ADOH and the Maricopa HOME Consortium pursuant to the City’s Consortium Owner-Occupied Rehabilitation Program, and Community Development Block Grant Program provided by the U.S. Department of Housing and Urban Development.  

The bid deadline is monthly, on the first working day of the month.

Type of Addition: Questions and Answers

Overview:

The following questions were received:
1.  Demolition - If asbestos containing materials (ACM) are found. Would the quote amount include the abatement and post abatement testing? This work could be a substantial amount of the bid and due to amount, the total bid could exceed the project budget limit. Will there be any latitude in the project funding if this situation occurs? Will the City identify the ACM as part of the scope of work, or is it the responsibility of the contractor to provide pre-  work testing for ACM?  The City will test for asbestos and include abatement (including the location of ACM) in the scope of work issued to contractors.  A copy of the hazard assessment will also be provided to contractors.  Vendors will be responsible for the abatement, NESHAP permitting, disposal and post-abatement testing which shall be included in the bid.  The lowest responsible bid will be awarded a contract though the City reserves the right to reject any and all bids.

 

  1. Will the City require all contractor provided - contractor installed appliances to have a 2 year warranty?  Workmanship requires a 2-year warranty per the AZ ROC.  Contractors must also provide all manufacturers’ warranties at the end of the project.

 

  1. What is a lead renovator certificate? A credential through an EPA-approved firm that provides training and certification to undertake construction at residential properties. All ground-level workers must have this certificate on file to be allowed to work at residential construction sites OR the site supervisor can possess a Lead Supervisor’s credential in lieu of each worker having the individual renovator certificate.  Approved training courses for both certificates can be found at the EPA’s website (epa.gov).

 

  1. Can we use a City of Chandler CDBG funded Family Investment Center renovation as a representative project? The building is part of a public housing complex. Choice of representative projects is at the offeror’s discretion.

 

  1. Is Arial Nova a permissible type?  No.
