RFB 2019 – 13 ROADWAY RESURFACING

 

The City of Woodstock, Georgia (CITY) hereby issues a request for bids (RFB) from qualified contractors for the purpose of asphalt paving and striping at Dean St, Linton St, Melanie Ln, Linton Ct, Angela Ct, Rusk St, Lewis St, Clay St, Laura Ln and Laurelwood Dr. RFB details and document information may be found by visiting Vendor Registry or Georgia Procurement Registry. A mandatory pre-bid meeting will be held April 18, 2019, 11:00 A.M. at the City of Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188.  

 

All responses to this RFB must be received electronically through Vendor Registry to the City of Woodstock, Georgia no later than 2:00 P.M. on May 7, 2019.  Bids will be publicly opened and read aloud at 2:01 P.M. at the City of Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188. All bids will be evaluated by the City and the project will be awarded, if it is awarded, within 60 days of the bid opening.

 

Goods and services shall meet or exceed the following guidelines:

 

For Dean St, Linton St, Melanie Ln, Linton Ct, Angela Ct, Rusk St, Lewis St, Clay St, Laura Ln and Laurelwood Dr, edge mill curb and gutter, 1” asphalt overlay, thermoplastic striping as exists today, traffic control (one lane to remain open at all times) available work hours 8:00 A.M. – 3:00 P.M.

Pricing should be itemized per each task (i.e. asphalt overlay per square yard, thermoplastic, etc.) as well as provide the total lump sum cost for the entire project. The contractor shall be responsible for furnishing all materials and labor to complete the project and shall coordinate construction dates and times with the City of Woodstock Public Works Director.

 

Pricing shall be valid for a period of 60 days after the RFB submittal date. All work must be approved prior to the release of payment. All work is expected to be completed within 60 days after a notice to proceed has been issued, pending any unnatural weather occurrence. Bidder further agrees to pay as liquidated damages the sum of $250 per each consecutive calendar day that the Bidder shall be in default after the date stipulated in the contract for completing the work.

 

OWNER requires a bid bond* or a certified check in the amount of five percent (5%) of the total bid to be enclosed with the bid at the time of bid opening.  Check will be made payable to City of Woodstock, Georgia. The successful bidder will be required to furnish OWNER with Insurance, Workman's Compensation Insurance, and Performance and Payment Bonds* in the amount of one-hundred percent (100%) of the total bid.

 

CONTRACTORS and SUBCONTRACTORS bidding on this Project will be required to comply with all Federal, State, territorial, and local laws. The City reserves the right to accept or reject any and all bids or any or parts of a bid wherein its judgment, it will be in the best interest of the City; waive any technicalities/informalities in the RFB document and bid process; and to qualify and award any or all of this contract in any manner in which the City, acting in the sole and exclusive exercise of its discretion, deems to be in the City’s best interest. If no acceptable bid is received, the City also reserves the right to re-solicit bids, at its sole discretion.

 

* Surety companies executing Bonds must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the state where the project is located.

  1. The following questions are regarding edge milling found in section 2.1 of the RFB document.

     

  • Multiple areas are above the gutter. Is the goal to reclaim the gutter line?

 

    1. The goal is to reclaim the gutter line.

       

  • Will there be edge milling in areas without curb and gutter?

 

    1. There will be no edge milling in areas without curb and gutter.

       

  • Will there be edge milling in front of driveways?

 

    1. Edge milling should tie the driveway into the road.

       

  1. Regarding Rusk St, should the contractor overlay the speed humps?

     

    1. The speed humps should be overlaid. The same height difference as current speed hump to roadway must be maintained.

       

  2. In section 2.1, will contractors be able to work on the weekends?

     

    1. Contractors will be able to work Saturdays but must provide the standard time of day.

 

  1. In section 2.1, will the contract be unit based or lump sum?

     

    1. The contract will be lump sum.

       

  2. Who is responsible for adjusting the manholes and water valves in the roads?

     

    1. The awarded contractor will be responsible for adjusting the manholes and water valves. The City will provide risers.

       

  3. What is the mix type the City is requesting to be used?

     

    1. The mix type will be type 2.

       

  4. What are the project limits on Laurelwood Dr?

     

    1. The project includes from Highway 92 to the dead end on Laurelwood Drive.

       

  5. At 102 Clay St it appears that new curb and gutter has been created on the side of the road. There is a gap between the existing asphalt and the new curb that is filled with GAB. What does the City want done in this area?

     

    1. The contractor should remove the GAB and add 2” binder and 1-1/2” asphalt in that section.
