Description: The Florence Area Transportation Study (FLATS), the Metropolitan Planning Organization (MPO) for the urbanized area of Florence County, South Carolina, USA, is seeking to hire a transportation planning and engineering design firm to update a long range plan to accommodate present and future travel demand in the FLATS study area.  FLATS is seeking firms who have a long experience in transportation planning as well as experience dealing with the SCDOT and sensitivity to local political and land use issues. The purpose of this RFP is to allow the selection committee to assess the professional qualifications of the firm, its understanding, and awareness of the region’s overall goals, and its ability to complete the project in a timely matter.

Response: We have already responded to this question. Please see page 1 of the public solicitation. An electronic copy is preferred.

Question: Regarding SF330 forms, are we to turn in one complete SF330 package for our full team (Stantec and our subs), or does each subconsultant need to turn in their own full SF330 Package, with all forms?

Response: Only the SF330 from the submitting vendor is required. No need to submit the SF330 for the subs. You should state who the subs are with your proposal however.

Question: Is this a simple procedural update to your LRTP, or are you looking for an innovative project process, including extensive public outreach and tailored strategies?

Response: Please refer to 23 CFR § 450.324, the code of federal regulation that dictates the long range transportation plan process.

Response: The budget for this project is not allowed to be disclosed.

Question: Do SF 330s count toward the 25-page limit? Similarly, does a proposal cover that includes photography/imagery and the project name information (i.e., no proposal information) count toward the 25-page limit?

Response: The SF-330 DOES NOT count toward the 25-page limit. The cover sheet that is on the last page of the RFP should be used as the cover sheet to your proposal. This also DOES NOT count toward the 25-page limit.
