Description: The County is seeking a qualified contractor for the construction services of the North Glebe Road Intelligent Transportation Systems (ITS) Improvements (the “Project”). The project will consist of the replacement of the traffic signal at the intersection of N Glebe Rd./Chain Bridge Road. The project will also install a reversible lane control system to improve safety for vehicles approaching and traveling over the bridge. Work will include construction of minor pedestrian ramp improvements, pavement marking and signing, erosion, and sediment controls, signalization and lane control upgrades, integration with DDOT signals, utility work, and all other related incidental work described and required in the contract documents.

Question: Due to factory minimum orders, would the County consider a smooth, tapered pole in place of the octaflute pole?

Response: The project proposes the installation of non-ornamental mast arm signal poles which are round tapered steel poles. For details, please refer to Arlington County Traffic Signal Standards, Drawing No. 62-01, and Arlington County Traffic Signal Specifications, Section 13162.

Response: Contractors are instructed to develop their bid for proposed Pole A based on 30’ (NOT 25’) Aluminum Octaflute pole with no luminaire but with Pedestrian Signal, CCTV and Yagi antenna mounted on it. Refer to Section 14080 of Arlington County’s Lighting Specifications and for pole details.

Response: The Contractor will be required to prepare and obtain any required DDOT Public Space Permits for the closure of lanes or sidewalks in DDOT jurisdiction.

Question: Please confirm that only IMSA certified technicians will be allowed to access the cabinet.

Response: The Contractor awarded under this contract shall have traffic signal technicians who have obtained an IMSA Level II Traffic Signal Certification to be allowed access to the cabinet and other signal infrastructures. Refer to Arlington County Traffic Signal Specifications, Section 13160, Traffic Signal Installation for details. Technicians without certifications may work beneath supervision from those who have the certification.

Question: Per the work hours listed on page 99, between 4 to 5 hours are allowed on this contract. No nighttime operations are allowed. Please reconsider the restricted working hours listed. There are several activities including foundation installation, conduit boring, etc. that cannot be completed and secured within those limited timeframes.

Response: Considering the change in traffic pattern post AM and PM peak period and the proposed MOT plan, normal working hours are limited to restricted hours as outlined in the contract documents. Because the VDOT permit is granted based on the work hours in the Contract documents, if the Contractor would like to propose changes to the approved MOT, this would need to be a proposal from the Contractor.

Response: The unit prices were obtained from the average of bids received in the corresponding items on County projects.

Question: Please confirm if bench testing is allowed at the contractor’s shop given the same requirements are followed.

Response: All equipment bench testing and certifications from the manufacturer/vendor are still required prior to County testing. As outlined in the Special Conditions, additional bench testing shall be conducted at Arlington County Signal Shop to ensure the equipment communicates adequately within the County’s network.

Question: Per the System Acceptance Testing specification starting on page 102, any failure that occurs in the system during the testing period will cause the testing period to restart. Please ID what “failures” would trigger a restart. Instead of restarting the test, would the county accept stopping the test until the identified issues are resolved, then continuing with the test period?

Response: System Acceptance Testing incorporates scenarios of bench testing as well as Field Acceptance Testing in the field, please refer to Special Conditions, Section 10 (Intelligent Transportation System Testing Requirements) for details. The requirements outlined for System Acceptance Testing stand as is. The option to pause the testing period would be acceptable depending on the severity of the failure and the County would be solely responsible for determining if an issue is resolved. This type of arrangement would be discussed and agreed upon prior to the testing period.

Response: County will assist the Contractor with integrating the controller with the County’s central traffic management system, however, it is the Contractor’s responsibility to ensure all the infrastructure are installed as outlined in the contract documents.
