Description: The purpose of this RFP is to provide interested consultants with guidelines and information to enhance their RFP submission for the requested scope of services.
This solicitation is a qualifications-based selection (QBS) as required by the Federal Government’s Brooks Act (40 USC 1101 et. seq.) and 287.055, Florida Statute, for continuing professional engineering and design services for LAP funded projects awarded to Okaloosa County from Florida Department of Transportation (FDOT). It is the intent of Okaloosa County, on behalf of its Public Works Department (OCPW), to enter into a contract with two (2) professional engineering firms for professional design services for LAP (funded) projects.
Services of the consultant shall be under the general direction of the County Public Works Director or his/her designee, who shall act as the County’s representative during the performance of the scope of services.

Selection and negotiations will conform to the Florida Consultants Competitive Negotiation Act (CCNA) Chapter 287.055, Florida Statutes and County policy. The proposed draft agreement for the work contemplated by this RFP is attached.
It is the intent of the Board to enter into contracts with two (2) firms. The two (2) top ranked firm(s) will enter into negotiations with Okaloosa County to develop staffing classification requirements and negotiate rate schedules. Work will be assigned via Task Order based on availability of staff, ability to adhere to project schedule or schedule of deliverables, and performance on previous task assignments. Each contract will be limited to five (5) years in duration and a total cumulative contract amount payable of $1,500,000 per Florida Department of Transportation (FDOT) and Federal requirements. The draft form of Agreement, its terms and conditions, and insurance requirements for work contemplated by this solicitation is found in Part 7, Exhibit A to this solicitation.
 SCOPE OF SERVICES
The work will be engineering and design related professional services performed for and to Okaloosa County for projects funded by the FDOT through its Local Agency Program (LAP). Work will be assigned by one or more Task Orders issued under this Contract. Each Task Order will provide a detailed Scope of Services, project deliverables, fee, and schedule. The work will involve transportation projects with a variety of scope and service requirements as outlined by the FDOT Work Types listed in Part 1 to this solicitation. Previous work funded via the FDOT LAP Program has involved sidewalk additions and safety improvement projects such as the installation of new striping and signage.
