Description: SCOPE OF SERVICES:
The intent of this project is to construct a beach and dune along two reaches in Destin (Okaloosa
County), Florida immediately east of Destin’s East Pass. Reach 1 extends from the eastern jetty of
East Pass to approximately 750 feet east of R-20 and Reach 2 extends from approximately 500
feet east of R-23 to approximately 500 feet east of R-25. The project provides an average beach
fill volume of approximately 22 cubic yards/foot. The project design includes a 30-foot wide dune
crest at +14 feet NAVD, with a varying landward slope and a transitional slope of 1V:4H from the
seaward dune crest to the back-berm, a 30-foot wide back-berm at +8.5 feet NAVD, with a
transitional slope of 1V:10H from the back-berm to the berm, and a variable width berm at +5.5 feet
NAVD, with a transitional slope of 1V:10H from the seaward edge of the berm out to the existing
sea bottom. Approximately 150,600 cubic yards of sandy borrow material necessary to complete
this work will be excavated from an approved borrow source located about 3 – 4 miles west of the
project site.
This project is a FEMA Category G Restoration for incident-related sand loss occurring during
Hurricane Sally.
The Contractor shall provide all labor, materials, machinery, tools, equipment and other means of
construction necessary and incidental to the supply and placement of sand as directed by the
Contracting Officer. Failure to comply with any of the Contract requirements or addendums is
grounds for immediate termination of this contract. The construction will be in the locations and
amounts shown in the Contract Drawings, described in these specifications, and as directed onsite
by the Contracting Officer.

Question: Unlike land-based construction, completed dredging activities are subject to natural forces that are entirely outside the control of the Contractor. To clarify the intent of the warranty, please include the following warranty provision: “The warranty provisions herein do not apply to the dredging portion(s) of the work. With respect to dredging, upon Contractor’s advising Owner that the dredging has been completed, Owner shall inspect the Work and, if acceptable, shall advise Contractor of Owner’s acceptance thereof. Contractor in no way represents, guarantees or warrants that any dredging or excavation will stay open, dredged or excavated for any period of time whatsoever.”
