Description: The City of Beaufort is seeking qualified contractors to submit bids for the construction of a new open-air events pavilion, a multipurpose court, stormwater management, and associated utilities. Washington Street Park is located at 1003 Washington Street, Beaufort, SC 29902.

Sealed Proposals must be submitted by email procurement@cityofbeaufort.org.

Submittal Deadline: All bids must be received on or before September 5, 2024, at 10:00 AM. Bid Opening: A Public Bid Opening will be held in person at City Hall, promptly at 10:00, September 5, 2024. Pre-Bid Meeting: A non-mandatory pre-bid will be held at 10:00 AM, August 8, 2024.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.

1. What is the period of performance on this project?
Per CBDG rules it will be 180 days.
2. Is finished fencing included?
Ornamental fencing will be addressed in phase 2. There is a wood wire living fence that will need to be installed in Phase 1. The detail in on sheet C820. Vegetation for this fence will be installed in Phase 2.
3. Will there be trees that will need to be removed or trimmed during this process?
Yes, please refer to construction documents and arborists recommendation for the trees to be removed and pruned.
4. Do we have to use a certified arborist for the tree trimming/removal?
Yes. We have a report from the City’s arborist on the Washington Street Park trees.
5. Is this arborist’s report available?
Yes. It will be made part of the bid document as Appendix: D
6. Will the live oak outside the southwest quadrant of the park be removed?
It shall be pruned. See arborist’s report for pruning details.
7. Who is the City’s contact at Dominion Energy on this contract?
Parks Moss – contact info on sheet C001, page 2 of the Full_Plan_Set_RFP_2025_103.
8. Will Dominion add the additional light pole free of charge?
There were no fees discussed or proposed during our meeting with Dominion.

9. Who will monitor SWPPP inspections?
City of Beaufort to provide.
10. Will the park remain open during construction?
Closure of park will be considered due to safety concerns.
11. Landscaping for the park will be included in Phase 2 of the project. How will this affect the closeout of Phase 1 with the City’s ordinance requiring that landscaping be completed in order to receive a CO.?
The City will most likely provide a waiver since Phase 1 and Phase 2 construction will happen back-to-back.
12. What is to be done with the existing swing set?
The existing southwest swing set will remain in place and is not to be disturbed during construction. Contractor shall protect swing set during construction.
13. What is the elevation of the practice wall at the basketball court?
8’-0” above court surface.
14. Are you going to need intermediate bond beam at the practice wall, or can it be poured all in one shot?
Bond beam is only required at top of wall for practice wall. Provide typical ladder joint reinforcing otherwise.
15. What is the concrete and reinforcement spec at the basketball court?
Basketball court site slab:
5” thick slab w/ #4s 18” oc each way (centered).
Reference General Notes sheet for Concrete Properties.
Provide control joints 15 feet oc max (3x slab thickness in feet).
Max aspect ratio of 1.25 to 1. Ref detail 3/S302 for construction joints and 1/s301 for control joints.
No vapor barrier required
16. Do you have a spec for the cast stone cap at the practice wall?
Use 4-inch-thick concrete cap as shown on drawings.
17. Can the pavilion be poured into header block at the top course of CMU rather than formed? This would be a cost savings.
The slab pour details need to remain as shown on the drawings. The slab edge overhang provides a stopping/termination point for the sand texture finish of the cmu foundation walls, and a nice clean finished edge for the slab. Using a header block would leave an unsightly edge (the cmu block web) and would leave the sand texture finish termination edge susceptible to damage and spalling.
18. What is the finish at the reveal of the pavilion?
If the reveal being referenced is the exposed cmu foundation walls, the drawings call out for the cmu walls to receive a sand textured paint/coating finish which should extend down to the top of the concrete footings.
19. Can you confirm no concrete at hardscapes other than HD concrete at the pavilion?
Only the heavy-duty concrete portion between the pavilion and existing sidewalk will be installed. The decorative gate for this access will also need to be installed.
20. Do you need me to bid waterproofing below grade at CMU? If so, do you have a material spec?
The sand texture paint/coating finish on the CMU foundation walls will serve as the waterproofing between the foundation walls and the backfill.
21. Are pickleball courts an option for the sports court?
No. They are not approved by park committee.
22. Is there landscaping included in this project?
Landscaping will be included in phase 2.
23. During the pre-bid meeting, it was mentioned that this project will be executed in two phases and that some of the work shown in the drawings will be considered in phase 2 of the project. Can you clarify the scope of work considered for Phase 1 of this project for bidding purposes?
The bid documents are for phase 1. There was a sidewalk system and post mounted security camera note shown on sheet C400 which is intended for phase 2. They have been removed from the plan sheet. Replace sheet C400 for the phase 1 plan set with the revised sheet C400. Also, see bid form for clarification.
24. When do you anticipate phase 2 of this project being executed?
The City anticipates Phase 2 will be solicited for bids shortly after Phase 1 construction begins.
25. The ornamental fences are going to be a part of phase 2, correct? The only fencing on phase 1 is the “wood wire living fence” behind the basketball court, correct?
Correct.

26. “Repainting of restroom” is listed on the bid form. Is this interior and exterior? Is there any detail on that?
The exterior of the existing restroom shall be pressure washed, prepped, and professionally painted. Color to be determined by the City. Interior shall not be painted.
27. Where and how many post mounted security cameras are supposed to be installed?
Security cameras and post shall be installed in Phase 2.
