Description: Scope of Services:

The Okaloosa County Parks and Facilities Department is requesting bids for concrete pavement at the Women' s Veterans Park at 1300 Miracle Strip Parkway, on the pristine Okaloosa Island. Women Veterans Park is a 17.5-acre park, honoring women who bravely served in the United States Armed Forces. A section of the park is statues and monuments with a concrete walkway around the park. The east side of the park consists of a boardwalk trail leading to the waterfront and around the pond back to the waterfront of the Santa Rosa Sound. This boardwalk is approximately 2,200 feet. The proposed project would replace a large portion of the existing boardwalk to a concrete path much like the existing concrete path leading to the statues to the west. The north side of the boardwalk, parallel to the Sound, will remain a boardwalk and are not included in this scope of work. A section approximately 50 feet long will remain a raised boardwalk as the walkway rises over the retention pond at the Rookery. This section of boardwalk is not included in this scope of work as well.

Response: The required submittals are listed on page 18 of the solicitation pdf file. There are 19 total response documents required for the bid to be deemed responsive. The estimated budget for this project is $200,000.

Question: Where are the access points to get equipment in and out of the project. Can we access the project from behind the amusement business' by the water tower?

Response: Access is from the north east corner of the parking lots for the Women Veterans Park which is where the pre-bid meeting was held. The County has no authority of the properties adjacent to the existing boardwalk to allow for access.

Response: There are no wetlands that will be impacted in the project area. Contractors are responsible for obtaining any required permits. As of now, the County’s current project design does not require a wetland permit.

Response: The County will have to block off the very back corner of the Convention Center parking lot and possibly an area closer to the actual construction zone as well. The County may do one or both dependent on the need.

Question: Will any testing be required? What is the required percentage of compaction needed for the sub-base and sub-grade?

Response: The County generally requires obtaining a minimum LBR of 40 using Type B stabilization. For any base material the County requires at least a 95% standard proctor. Considering this is a pedestrian sidewalk, the area should at least be rolled with a vibratory roller to ensure no pumping of the base and subbase.

Question: What elevation is the sidewalk to be installed in comparison to existing ground?

Response: In general, the elevation will be near the elevation of the existing grade but must be graded such that ADA compliance is maintained, and by doing so, the vendor cannot create unintended conditions such as impounding water where that becomes a problem and likewise, an unprotected drop off. Another consideration is that the vendor grading will not drain any wetlands.

Response: No, turndowns are not required on the edges of the sidewalk. The County wants to thicken the sidewalk from 4 to 6 inches.

Response: Based on the knowledge of the site, possibly all that would be required is a row of silt fence to stop any erosion. If there is a possibility that sediment could be transported into/onto wetlands, the County would prefer having two rows of silt fence installed to protect those sensitive areas.

Response: This is a standard wording for General Service Insurance Requirement for Construction. The clause for U.S. Longshore Harbor Worker’s Act or Jones Act is included for cases where water construction is needed. This contract clause also includes the wording “if applicable”, meaning only in circumstance where needed for work on the water. Since this bid requires construction on the ground, it is NOT applicable and the U.S. Longshore Harbor Worker’s Act or Jones Act are not required.
