Laboratory Services for Water and Waste Water Testing
SPECIFICATIONS
Okaloosa County is seeking an experienced, qualified and National Environmental Laboratory Accreditation Program (NELAP) certified laboratory for the purpose of conducting water and waste water testing and analysis. Respondents should also provide a Scope of Accreditation to demonstrate that they are certified in all the containments.
Some samplings will require a 24–48-hour turnaround time.
REQUIREMENTS
The required analysis work is divided into three (3) sections. The various sections address different analysis parameters and/or samplings. Upon receipt of a written request from the County, the contractor shall provide additional units of same likeliness as those listed for the same service fees and on the same terms and conditions set forth herein. The County reserves the right to add or delete specific services and/or locations at the prevailing contract prices. The contractor will be given seven (7) days’ notice of requested changes.
Response Document #16: Bid Response Sheet is located in this solicitation and Section 1-3 is required to be completely filled out and be submitted in this bid.
TERM
The contract will be for three (3) years with the option for two (2) one (1) year renewals.
SHIPPING/DELIVERY
It is required that the vendor have a dedicated account in place for the cost of shipping, both ways, for associated charges with this contract. The vendor responsibilities include, and are not limited to, paying for shipping to destination and paying for shipping cost for samples to be processed.

Please find the attached document and information below, for the above referenced Addendum 1. This Addendum is hereby made a part of the Contract Documents and Specifications of the above referenced project. All other requirements of the original Contract Documents and Specifications shall remain effective in their respective order.
The purpose of Addendum 1 is to address vendor questions submitted prior to the last day for questions date.
I. Questions / Answers
Question #1: Who is the incumbent and what are the incumbent rates?
Answer #1: Please locate the current contract at https://vrapp.vendorregistry.com /Contract/View/Contract?contractId=9da2b746-04ce-49d0-81e8-a7609556d197 on Vendor Registry. The rates are located in the Agreement under Attachment “A”.
Question #2: How much work has been put out on an annual basis?
Answer #2: On average per year, we send out approximately 34 samples for 88 analyses. During our triennial testing years on the drinking water this increases to approximately 114 samples for 412 analyses.
Question #3: It is my understanding that we can “No Bid” a parameter. Is that correct?
Answer #3: All parameters must receive a bid. If you are not certified for that parameter, then respond “no certification”.

Answer #4: No

Answer #10: No. Section 2 should be Non-potable water matrix, and Section 3 is Solid and Chemical Materials Matrix.
Question #11: Pricing sheet for Solid and chemical materials matrix. Is Giardia/Cryptosporidium required in this section?
Answer #11: Not in Solid and Chemical Materials Matrix (Section 3), but yes in Non-Potable Water Matrix (Section 2)
Question #12: Pricing sheet for Solid and chemical materials matrix. Are the drinking water parameters (Alachlor, Atrazine, Bis(2-ethylhexyl)adipate, Carbofuran, Diquat, Endothall, Glyphosate, Oxamyl, Trahalomethane Total by summation, and Simazine) needed in this section Is Giardia/Cryptosporidium required in this section?
Answer #12: No
Question #13: Several compounds can be priced by method, for instance many of the drinking water compounds are included in the same method. Should we price each compound individually or alternatively price one compound and indicate that it is included in the compounds below the method?
Answer #13: Price one compound and indicate that the others are included in the method already listed.
Question #14: Under Specifications, it states "Some samplings will require 25-48 hour turnaround time". Does this refer to Turnaround time or Hold time for the sampling? If turnaround time is meant, do we address surcharges for this in the bid?
Answer #14: This refers to hold time.
Question #15: What was the total dollar outsourced under this contract in 2022?
Answer #15: $4,371.00
Question #16: Is there a way to see the volumes and frequency of tests being outsourced?
Answer #16: most years we send out aprrox. 34 samples for 88 analyses. During our triennial testing years on the drinking water this increases to approx. 114 samples for 412 analyses. Frequency on almost all the samples is once per year. We do have a sample we need tested bimonthly for TCLP metals.
Question #17: Will the County accept any modifications to the ITB and/or the draft Contract?
Answer #17: A request for modifications can be made in both ITB and/or the draft Contract. However, we do have the right to not agree to the modifications.
