Description: PURPOSE
City of Carlsbad NM will receive sealed proposals until 5:00 pm [Mountain Time] on June 16, 2023 for a qualified third party billing service to handle 911 pre-hospital Emergency Medical Services (EMS) billing services.
BACKGROUND
Emergency Medical Services in Carlsbad are provided by a full time service. The Carlsbad Fire Department provides services to approximately 32,000 permanent residents, however, due to the proximity to oil and gas exploration and extraction, the transient workforce can bring the total population to well over 100,000. The Department also provides services to the Eddy County area surrounding the city. The Department responded to over 5,200 EMS calls for service in 2022. Of those responses 500 were inter-facility transfers.
OVERVIEW OF BILLING PROCESS
The Carlsbad Fire Department will utilize all applicable resources to ensure honest, ethical and lawful billing practices. This includes but not limited to HIPAA regulations, federal, state and local requirements, insurance and accounting practices. Currently all of the EMS transporting personnel use an electronic Patient Care Report. The billing services provider will receive payment information and post it to the appropriate accounts and provide posting documentation to and as required by the City of Carlsbad Finance Director. The billing services provider will provide a firewall protected HIPAA Compliant method by which the Carlsbad Fire Department can send Protected Health Information (PHI) regarding transported patients.
