Crystal Lake Park is located at the intersection of Lady’s Island Drive and Rue Du Bois road on Lady’s Island is being further developed by Beaufort County as a passive park. The first phase of the project was completed 2013 consisting of a wooden boardwalk to Crystal Lake terminating in a 24’x24’ pier head. Phase 2B consisted of site related improvements involving utility extensions, grading, paving for additional pervious parking, concrete sidewalk, and landscaping with irrigation.  

This work, Phase 3, will encircle Crystal Lake with a combination 8’ raised boardwalk and compacted earthen trail.

We were reviewing the bid documents for Crystal Lake Phrase III and we were trying to determine the total footage for the boardwalk and fencing portions of the project. The plans were very difficult to read, so we wanted to touch base with you to see if we could get some clarification. Any guidance you can provide would be greatly appreciated.

Answer   Per the design, there is approximately 1282 linear feet of 8’ wide boardwalk, 392 linear feet of split rail fence, and 1200 linear feet of 6’ vinyl coated chain link fencing.

Overview:

Question:  How will we handle the boundary survey?

Answer:  The successful bidder should not have to do another boundary survey.  During the planning process, Gasque provided the boundary and wetlands survey for Andrews Engineering, who filled in with topo for design. The electronic drawings in AutoCAD format will be provided to the winning contractor.  That contractor can then hire a surveyor (either these or any other) to physically mark the improvement area prior to construction.

Response: RESPONSE: The following is provided for your evaluation: - Clearing and Grubbing, 0.5 acres - Tree Protection, 115 linear feet - Inlet Protection, 5 each - Demo Existing Fence, 568 linear feet - 6 ft vinyl coated chain link fence, 1200 linear feet - Split Rail Fence, 392 linear feet - Timber Boardwalk, 1282 linear feet - 6 ft Wide Earthen Trail Graded, Cleared, Compacted, 800 square yards - Construction Entrance, Mobilization, Layout and Record Drawings, Testing as needed

Response: RESPONSE: No. This is a public offering and, as such, all qualified entities may bid.

Question: The elevated bridge plans do not specify a pile length for bid purposes. Please specify a pile length in order for all bidders to complete thier bid. If no pile lengths will be specified for bidding purposes then pleasd provide a geotechnical soil's report with a minimum of 3 soil biting logs so the pile lengths can be determined for bid purposes. Thank You.

Response: RESPONSE: No geotechnical report has been accomplished prior to the bidding of the contract. The determination of actual pile lengths will be made by the selected contractor during the construction phase. Contractors may bid based upon estimated pile length and include contingencies should actual requirements differ from the estimation.
