RFB 2020 – 01 DOBBS ROAD AT MAIN STREET INTERSECTION IMPROVEMENTS

 


The City of Woodstock, Georgia (CITY) hereby issues a request for bids (RFB) from qualified contractors for the purpose of repairing the Dobbs Road and Main Street intersection including, but not limited to milling, asphalting and striping. RFB details and document information may be found by visiting Vendor Registry or Georgia Procurement Registry. All questions must be submitted through Vendor Registry. 


 


All responses to this RFB must be received electronically through Vendor Registry to the City of Woodstock, Georgia no later than 2:00 P.M. on June 28, 2019.  Bids will be publicly opened and read aloud at 2:01 P.M. at the City of Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188. All bids will be evaluated by the City and the project will be awarded, if it is awarded, within 30 days of the bid opening.


 


The zone of construction begins at the edge of Main Street as it intersects with Dobbs Road and proceeds eastward on Dobbs Road for 127.2 linear feet and ends before the first driveway on the north side of Dobbs Road. The construction zone includes approximately 2,849 square feet within 127.2 linear feet of a two-lane road of 22.4 linear feet of width and a slight extension of rounding as Dobbs Road meets Main Street.


 


Goods and services shall meet or exceed the following guidelines:


 


    • Mill the roadway asphalt within the construction zone down to the base level
      • Millings from the process will be accepted (if requested by qualified contractor) at a City facility approximately 2 miles from the construction site.
      • This work is time sensitive. The milling work is needed precisely on July 15, 2019 (weather permitting) and should be completed on the same day.


New roadway base will be installed by the City on July 16/17 (weather permitting).


    • Install 2” asphalt binder and 1.5” Type 2 asphalt topping within the construction zone.
      • The work is time sensitive. The asphalt work is needed precisely on July 17/18 (weather permitting).
    • Thermo stripe one crosswalk (crossing Dobbs Road North/South at Main Street)
    • Stripe center line from crosswalk to eastern end of zone.


The site will be prepared in advance by the City. The locates will be marked and the construction zone will be barricaded off by the City. The construction zone will be closed to traffic during the construction; therefore, no traffic control is required. Two manholes will be clearly marked, and risers will be prepared in advance and installed by the City at the appropriate point within the construction cycle.


 


Pricing should be lump sum for the entire project. The contractor shall be responsible for furnishing all materials and labor to complete the project and shall coordinate construction dates and times with the City of Woodstock, Georgia Public Works Director.


 


Pricing shall be valid for a period of 30 days after the RFB submittal date. All work must be approved prior to the release of payment. All work is expected to be completed by July 26, 2019 after a notice to proceed has been issued, pending any unnatural weather occurrence. Bidder further agrees to pay as liquidated damages the sum of $250 per each consecutive calendar day that the Bidder shall be in default after the date stipulated in the contract for completing the work.


 


The successful bidder will be required to furnish OWNER with Insurance and Workman's Compensation Insurance.


 


CONTRACTORS and SUBCONTRACTORS bidding on this Project will be required to comply with all Federal, State, territorial, and local laws. The City reserves the right to accept or reject any and all bids or any or parts of a bid wherein its judgment, it will be in the best interest of the City; waive any technicalities/informalities in the RFB document and bid process; and to qualify and award any or all of this contract in any manner in which the City, acting in the sole and exclusive exercise of its discretion, deems to be in the City’s best interest. If no acceptable bid is received, the City also reserves the right to re-solicit bids, at its sole discretion.
