Description: The City of Beaufort, South Carolina (the “City”) is seeking proposals from Contractors to construct and install a new open-air events pavilion, 1-5 year old playground area, 2-12 year old playground area, pervious parking, pedestrian paths, stormwater management, landscaping, irrigation, site lighting, and associated utilities. The open-air pavilion will include a men’s and women’s restroom, and a utility storage closet. Construction will be slab-on-grade with CMU walls, heavy timber columns, and cement board finishes. The roof sits on wood trusses with a standing metal roof. The bathrooms and storage will be dry flood proofed for the first 2’-0’. Coordination with the City’s Wi-Fi provider, security camera provider, playground equipment installer, and the utility companies shall be the responsibility of the contractor.

Pre-Bid Meeting Details: A NON-MANDATORY PRE-PROPOSAL MEETING WILL BE HELD AT 2:00 P.M. ET Wednesday October 25, 2023. ALL POTENTIAL OFFERORS ARE ENCOURAGED TO ATTEND. The meeting will be held in-person followed by a site visit. Meeting will be held in Beaufort City Hall, 1911 Boundary Street, Beaufort SC, 29902, Planning Conference Room of City Hall. A SITE VISIT WILL TAKE PLACE 3:00 P.M. ET Wednesday October 25, 2023. THIS WILL BE THE ONLY HOSTED SITE VISIT. Pre-Bid attendees will drive to the location for the site visit.

1. Q. I see where you want 2 playgrounds 1- to 5-year-old age and 2- to 12-year-old age playground. But I do not see what style of equipment you are wanting to see in the bid. Can you please help direct me into the right direction? We want to design something for you with your needs and budget.
A. There is no playground equipment specified or required in the RFP. The City has purchased the equipment directly and will be installing it. The contractor only has to make improvements to prepare the area for the playground equipment.
2. Q. Will the City consider extending the deadline to Nov. 30th due to the Thanksgiving Holiday?
A. Yes, the bid submission deadline will be extended to November 30th.
3. Q. Is a City Business License required? If yes, will the fees be waived?
A. Yes, a City business license is required. The contractor is responsible for all license fees.
4. Q. Are City permits Required? If yes, will the fees be waived?
A. Yes, City permits are required. All permit fees will be waived.
5. Q. Are there County impact fees for this project?
A. There are no County impact fees for this project. Impact fees are only applicable to new residential and commercial development.
6. Q. Will Beaufort Jasper Water & Sewer Authority (BJWSA) fees be charged.
A. The contractor will be responsible for all fees charged by BJWSA.

The successful bidder shall maintain builders risk insurance equal to the amount of the bid. This property insurance shall be on an all-risk or equivalency policy form without limitation. Insurance against the perils of fire (with extended coverage) and physical loss or damage including, without duplication of coverage, theft, vandalism, malicious mischief, collapse, earthquake, flood, windstorm, falsework, testing and startup, temporary buildings and debris removal occasioned by enforcement of any applicable legal requirements, and shall cover reasonable compensation for Architects and Contractor’s services and expenses required as a result of such insured loss.
