Description: The City of Sebring, Florida intends to waive the solicitation process and recommend the award of a sole source contract to Sper Chemical for the purchase of Sequest-All for a five year period.
Sole source justification:
Sper Chemical is the producer and supplier of the chemical Sequest-All, which is currently used by the City of Sebring. The use of this product is specific in sequestering iron and manganese in water and also acts as a corrosion inhibitor. The use of Sequest-All was implemented through a permit granted by the Department of Environmental Protection. Any change to the chemical compound requires analytical bench testing, Department of Environmental Protection Agency re-permitting, and likely adjustments to current treatment equipment.
Any supplier who believes it possesses an equal to or better product, should submit a response which contains an alternate product/solution, along with sufficiently detailed convincing documentation to substantiate the claim that their product meets or exceeds the following specifications:
1) The chemical must sequester iron and manganese in water as well as act as a corrosion inhibitor.
2) The chemical must contain linear chain and medium chain polyphosphate, tetra-potassium pyrophosphates, orthophosphate and additional stabilizing ingredients/agents that render the product strengthened and operational for continued functioning in high temperature water conditions and for extended use.
3) The chemical must be certified and listed with National Sanitation Foundation (NSF) Standard 60 for safe use in potable water systems. The NSF listing of the specific product must accompany proposal.
4) An independent lab analysis with evidentiary results must be included with the response that confirms the capability of the proposed chemical to effectively sequester ferrous and ferric iron in boiling water temperature/conditions including chlorinated water.
5) The chemical must be manufactured using only US domestic sources. NO IMPORTED INGREDIENTS WILL BE ACCEPTED.
6) The chemical must contain 67.5% P2O5.
7) The chemical must contain an NaO/P2O5 ratio of 1.05.
8) The chemical must have a 1% solution pH range of 5.9 - 6.4.
It will be the supplier’s responsibility to provide adequate information in their response to enable the City to ensure that the proposed product meets the required criteria. Do not submit pricing at this point; if it is determined that this is not a sole source purchase, a formal bid will be released by the City for this product.
The supplier’s response must be sent directly to the City of Sebring, Purchasing Department, to the attention of Lisa Osha, Purchasing Agent at purchasing@mysebring.com and received no later than Monday, February 28, 2022 at 3:00 p.m. The City reserves the right to require the responding supplier to submit additional information as it may deem necessary to make a determination.
This is not a solicitation. The City will not consider any responses as proposals, bids, or quotes. Any response received as a result of this notice shall be considered solely for determining whether bona fide competition exists.
If it is determined by City staff that sole source justification exists and that the product is only available from a one source, City staff will recommend that City Council waive the solicitation process and award a sole source contract for this product.
