Project Description: The City of Goldsboro’s Water Reclamation Facility located on 714 Arrington Bridge Rd treats sanitary sewer and discharges into the Neuse River Basin. In June of 2000, capacity of the plant was increased from10.8 MGD to 14.2 MGD, and was anticipated to provide capacity until 2040. Robust growth in the service area already provides average daily flows >8.66 MGD and allocated not yet tributary flows exceed 81.48% of the 14.2MGD capacity. Expansion is required to accommodate long-term capacity needs. This project will assess the existing assets (including equipment, structures, and buildings), design, permitting, and construction to upgrade at 714 Arrington Bridge Rd WRF to a capacity of 17.6 MGD.
The City of Goldsboro Public Utilities (CoGPU) intends to procure a qualified Design Builder (DB) to provide design and construction services for the City of Goldsboro’s Water Reclamation Facility Expansion located at714 Arrington Bridge Rd. 27533.

Design-build contracts., Article c.8, requires the Design-Builder to identify whether their teaming structure aligns with articles (a.) or (b.) Is identifying whether our teaming structure aligns with (a.) or (b.) per this general statute meet the intent of the Sub-consultant/Subcontractor Selection Plan?
