Question: Line item 24 (Bi-annual) and Line item 44 (Annual) of the bid sheet refers to “Providing Portable Samplers” for the “Industrial pre-treatment program” 10 SUI’s corresponding to Table 1 “April” and “Oct/Nov”. Table 1 lists 11 Outfall 1 samples for the “Oct/Nov” Bi-annual event. Are these Outfall 1 samples at 11 different locations in the Conroe area (11 unique sites)? If they are 11 separate sites to be sampled, can the laboratory assume these 11 separate collection events can occur over the duration of the month and we can collect the samples at our discretion in that time frame. Or are the sites to be collected simultaneously as one event.

Response: They are all separate sites. They can be staggered and don't have to be sampled at the same time, as long as they are sampled bi annual. Also, industries come and go from the city so depending on the industries it cous be more or less than 11.

Question: The bid document includes the requirement that the bidding laboratory facility is within 50 miles of the City of Conroe. Our laboratory is 58 miles from the City of Conroe. Given the 50-miles requirement, will our 58-miles distance be acceptable?

Response: The reason for the 50 mile radius is due to the e-coli hold time of 6 hours. If the lab is unable to test within the 6 hour time frame that would put the City of Conroe in violation per the permit. I would still encourage vendor to bid being only 8 miles outside the distance requirements.
