The District is requesting proposals from vendors qualified to statistically evaluate existing “raw” input data used for Event Mean Concentration calculations to derive estimates of pollution loading input representative of all land covers within the District and potentially having duplicate values based on geographic location. Proposals should present a written plan for the statistical evaluation and should include information about the software and/or algorithm approach that will be used.  The proposal should clearly describe methods and calculations to be employed.
