Below and attached are answers to various questions that have been received concerning this RFP. CMMS Questions and Answers
1. How many
users will be using the system. Separately, how many of these users will only
need access to the mobile version.
Canton
Collections Systems Department - Approximately 16 users, 6 of which
would need mobile versions.
Canton
Water Department - Around 80 users, 24 of those users would need access to
the mobile version.
Please
remember that Stark County and other local public entities may opt to use this
system as well. Our response is just
what we know of the City’s usage.
2. Is the
intention run the system On-Premise or as a SaaS solution.
Both
options will be considered when determining the “best” solution. The
vendor should base the cost quotation on the most cost effective solution, but
be able to provide either.
3. Whether companies from
Outside USA can apply for this?
(like,from India or Canada)
Yes,
if permitted by Federal, State and Local laws companies from outside the USA
can apply.
4. Whether we need to come over
there for meetings?
On-site
meetings are not always required; conference calls can be utilized to save
overall project costs. Although, we believe on-site meetings will be more
beneficial/productive, and occasionally necessary, for various tasks throughout
development and implementation of the CMMS.
5. Can we perform the tasks
(related to RFP) outside USA?
(like, from India or Canada)
Yes,
if permitted by Federal, State and Local laws companies can perform the tasks (related
to RFP) outside USA.
6. Can we submit the proposals
via email?
Proposals
may be submitted via Vendor Registry (the bids and proposal tool that the City
uses). Registration is free. This link is on the City’s web site:

7. We also recognized
that the City has requested that the proposal be limited to 40 pages.
Does this include our sample contract and the required signature
pages/appendices?
No. The forty pages are for proposal only. Sample contract and the required signature
pages/appendices are not to be included in the forty page count.
8. Is the City of Canton open to a cloud-based solution?
The
City and County will consider a cloud-based option. However, we will make a decision based on the
“best” solution.
9. Who is the City of Canton’s ISP provider?
The City’s current ISP provider
is Agile Networks.
10. What type of ISP service (bandwidth, dual homed) does the
City of Canton have?
It is wireless microwave.
11. Does the City of Canton currently have a SaaS, IaaS provider
(like AWS, or Azure)?
The City does not have any of
the items listed in the question above but we are considering this for the near
future.
Is the City replacing an existing system(s), and if so,
which system is it? There is no existing system being
replaced. For the RFP, assume there is
no historic work order data to be loaded.
If yes to above, is it the intention of the City to have the
selected vendor convert data from the existing system? N/A
Has the City looked at other asset and work management
solutions previous to this RFP Issuance? If yes, which systems? Over the years various departments/staff have seen different CMMS
products but a formal evaluation has not taken place.
Under Scope of Services, Item 4, you mention ‘Install the
database and application software on the servers, workstations and mobile
devices required for the CMMS solution.’ Can the City clarify if they are
looking for an on premise solution or a hosted solution? Both options will be considered when
determining the “best” solution. The vendor should base the cost quotation on
the most cost effective solution, but be able to provide either.
Regarding the City’s GIS, does the City have an ELA with
ESRI? No, Canton currently utilizes multi-user and
stand-alone applications of ESRI as needed.
For Item 9 on Page 9, under ‘Other Software Integration, the
RFP states ‘In addition, the City plans to begin using a Pavement Management
System that is GIS compatible, database supported and is based on the ASTM 6433
Inspection Standard and the Pavement Condition Index (PCI).’ Does the City have
an application already in mind or are they looking for the solution they select
to have this functionality? Canton recently executed a
contract with the “PAVER” pavement management system.
Under the section Scenario D, for items 2 and 4, can the
City please describe the desired result they are looking for and share their
current work process for determining availability of labor, tools and supplies
to perform work? These details
will be clarified with vendors that are short-listed.
Under the section Scenario E, item 3, can the City please
describe their uses for disconnected workflows? Are there large areas of dead
spots within the City? Although there is relatively good
cellular coverage throughout the city, we want to make sure data is not lost if
someone enters a dead zone.
Under the section Scenario E, item 8, can the City describe
in detail what they are looking for in ‘Displaying tool and parts
availability?’ These details
will be clarified with vendors that are short-listed.
Under the section Scenario G item 7, can the City please
describe the current workflow of notifying the warehouse that materials are
needed? These details will
be clarified with vendors that are short-listed.
Does the City have a warehouse manager? The
CSD and CWD each have an individual (Storekeeper) who manages their respective
inventories/warehouse.
Under the section Scenario G, item 8, can the City please
describe in detail their ‘stock issuance’ workflow? These item will
be clarified with vendors that are short-listed.
Does the City currently use a warehouse application? If so,
what is it? Canton Collection Systems Department utilizes an in
house developed inventory system that will not be integrated into the selected CMMS
system. The Canton Water Department does not currently use a warehouse or inventory system,
although we intend to in the future.
What type of mobile devices does the City currently use or
will likely use in the future? Do you
have existing devices? Do you want only Windows, Android or iOS or are you open
to a mix? The City utilizes Windows applications for
PC’s/laptops and iOS (iPads & iPhones) for mobile devices.
Does the City have an allocated budget for this
project? A predetermined budget has not been allocated to the purchase and implementation
of the CMMS system but cost will be one of the criteria used in the decision
making process.
