Question: 2.1.1 5 Does the County currently have a virtual card/e-payables card program for paying invoices? If yes, what is the current size of the program? If not, would you be willing to share a 12-month spend file to determine if there is a viable opportunity?

Response: Yes, that will be acceptable.

Question: What is the intended purpose for the photographic image of the cardholder present on the card? (Section 2.2.3)
Response: The purpose would be for security of the cardholder to reduce fraudulent use. This is not a requirement. The County would like to know who offers this as part of the program.

Question: 1. Regarding 2.1.1 - The estimated combined annual spend for the County listed around $5.6m. • Will the County consider a fully integrated payables solution for all payment types (card/ACH/check)? • During the last fiscal year, what dollar amount was paid to vendors through other payment methods excluding p-card. 2. On pg. 6, 2.1.3 the RFP defines eligibility. However, on pg. 14, 11.0 COOPERATIVE PURCHASE, the eligibility requirements are much broader than as stipulated on 2.1.3. Please clarify the scope of eligible entities. 3. Is the County having discussions with other political subdivisions that may join the consortium?
Response: Yes, the County will consider fully integrated payables solutions. We do not currently have the non PCard expenditures readily available at this time (this would have to be requested by our AP department and could take a week or so to get that figure)The County may allow other counties to join us or on their own. This includes Richland County and possibly some other localities nearby.
